Da Nang accelerates public investment.

Setting a GRDP growth target of 11% or higher by 2026, Da Nang is entering a phase of accelerating public investment with a series of strong solutions.

From strategic infrastructure projects to definitively resolving long-standing backlogs, Da Nang City has identified public investment as the "driving force" for economic growth and unlocking social resources.

Unblocking bottlenecks

According to the Da Nang City People's Committee, in the first four months of 2026, Da Nang focused on boosting investment in basic construction, improving the efficiency of planning and land management, and considering the disbursement of public investment capital as a key political task for the entire system.

By the end of April, the city had disbursed 2,094 billion VND out of a total of over 16,106 billion VND in allocated capital, reaching 13% of the plan; if calculated according to the capital plan assigned by the City People's Council and People's Committee, the rate would be approximately 11%.

In the overall picture, the City's Priority Infrastructure Investment Project Management Board is one of the units with outstanding disbursement results, reaching 99.9% of the adjusted and supplemented capital plan by 2025. After the merger, the unit quickly streamlined its organization and assigned tasks according to the "6 clear" principles: clear person, clear task, clear responsibility, clear authority, clear time, and clear results.

Many key projects have been launched, including projects commemorating the 50th anniversary of the city's liberation, such as the renovation of the drainage system, the undergrounding of power cables on Phan Chau Trinh, Le Loi, Hoang Dieu, and Ong Ich Khiem streets; and the renovation of inner-city roads in Thanh Khe and Lien Chieu districts.

The Bien Bridge project (Ngu Hanh Son ward), managed by the Da Nang City Investment and Construction Project Management Board for Transportation Works, is behind schedule, affecting traffic in the area.

The city is also implementing many projects to serve the Party Congresses at all levels for the 2025-2030 term, such as upgrading the Khanh Son Solid Waste Treatment Complex, the drainage line from the High-Tech Park to the Hoa Lien flood drainage canal, and renovating inner-city roads in Ngu Hanh Son district…

Notably, Da Nang has completed the selection of investors for the overall Lien Chieu container port project, and has also approved the investment plan for three strategic transportation routes connecting Lien Chieu port with free trade zones and resettlement areas to facilitate land clearance.

According to the leaders of the Management Board of Priority Infrastructure Investment Projects, 2026 is a pivotal year for public investment to play a leading role in the economy.

The unit stated that disbursement is not only a financial target but also a key political task, because "fast and effective disbursement is key to removing bottlenecks, creating new production capacity, and promoting socio-economic development."

To achieve that goal, the Project Management Board has set out "6 breakthroughs" for 2026, including: investment preparation; resource mobilization; project progress and quality; management innovation and digital transformation; capital disbursement and enforcement discipline; and team building and contractor management.

Ms. Tran Thi Thanh Tam, Director of the Department of Finance, said the city aims for a GRDP growth rate of 11% or higher in 2026, with public investment playing a particularly important role.

"The city's financial resources are limited, so priority will be given to strategic infrastructure projects that have a ripple effect and create new growth drivers, especially projects connecting Da Nang with Quang Nam, Hoi An, and Chu Lai," Ms. Tam emphasized.

According to the head of the Department of Finance, along with disbursing funds, the city is strengthening budgetary discipline and strictly handling instances of waste and violations in the management of public assets to ensure investment efficiency and prevent budget losses.

Another focus for Da Nang is resolving long-standing backlog projects related to inspection and audit conclusions and court rulings.

The city reported that it has resolved 1,984 out of 2,035 outstanding land and property projects, achieving a 97.5% completion rate; and has recovered over 1,435 billion VND for the budget through the implementation of inspection conclusions.

The City People's Committee also announced a list of 350 projects to which the mechanism for resolving issues under specific resolutions of the National Assembly will be applied.

Alongside the positive results, city leaders frankly acknowledge that many public investment projects are still behind schedule, prolonged, and causing a waste of resources.

Mr. Le Ngoc Quang, Secretary of the Da Nang City Party Committee, stated that delays in implementation are occurring in both large-scale and small-scale projects. He cited the Bien Bridge project (Ngu Hanh Son ward) as an example, noting that despite no land clearance issues and no funding shortages, the contractor still requested a six-month extension. "A small project requesting a half-year extension is unacceptable. Specific responsibilities must be clarified," Mr. Quang emphasized.

The Bien Bridge project (Ngu Hanh Son ward), managed by the Da Nang City Investment and Construction Project Management Board for Transportation Works, is behind schedule, affecting traffic in the area.

According to the Secretary of the Da Nang City Party Committee, in addition to shortcomings in the implementation process, the major reason for the current delays is the weak capacity of some contractors. Based on this reality, the city is demanding strong measures to restore order in public investment.

"All underperforming businesses will be permanently disqualified and will never be allowed to win bids in Da Nang again," Mr. Quang affirmed.

For projects with unreasonable delays, the city requires management boards to review the capabilities of all contractors; if they are found to be lacking in capacity, the contract will be decisively terminated and replaced with another unit.

The departments will focus on state management tasks.

Alongside tightening regulations on contractors, Da Nang is also adjusting the roles of management agencies. Following the directive of City Party Secretary Le Ngoc Quang, specialized departments, such as the Department of Construction, will no longer act as project investors, but will focus on their state management functions. The city requires that management must ensure "clear responsibilities, clear tasks, clear timelines, clear accountability, and clear outcomes," rejecting any avoidance of responsibility or vague reporting.
