Da Nang learns from international experience in developing Free Trade Zones

On the afternoon of March 29, the delegation had a working session with the Shanghai Free Trade Pilot Zone Management Committee.

At the meeting, Mr. Tieu Kien - Representative of the Shanghai Free Trade Pilot Zone Management Committee introduced and exchanged some experiences in building the Shanghai Free Trade Pilot Zone.

Since 2013, the Shanghai Free Trade Zone has undergone 6 construction versions, increasing its area from 20 km2 to 120 km2 , building and testing many open management regimes, creating favorable conditions for trade, investment, finance, data, science and technology... approaching international standards; Industries with limited foreign investment; Financial institutions are allowed to issue funds, many insurance and securities organizations operate smoothly...

The one-stop mechanism has created 66 types of international trade services, serving about 600,000 businesses; Speeding up customs clearance in Shanghai in just 6 hours; Establishing the Shanghai International Energy Trading Center, Shanghai Data Exchange; Effectively serving emerging industries such as: Semiconductor industry, biopharmaceutical industry, etc.

The delegation asked many questions, exchanged and discussed experiences in building Free Trade Zones, creating favorable conditions for investors, and issues related to institutional testing and operating models.

During the working session, based on the discussion of the representative of Da Nang city, the Shanghai Free Trade Pilot Zone Management Committee further introduced the general benefits of a Free Trade Zone for the country, for the socio -economic development of the locality and the impact on the people; Shared the resources that can participate in the process of forming the Free Trade Zone and the experience of attracting these resources; Analyzed and evaluated the model of the existence of residential areas and clusters in the Free Trade Zone.

Also in Shanghai, on March 30, the delegation visited the Global R&D Center, the International Health Science Innovation Center (Jing'an CciC & iCampus) of AstraZeneca Group in Shanghai and the Shanghai City Planning Exhibition.

On March 31 - April 1, the delegation traveled to Hainan to visit and work with China Port Construction Corporation under China Communications Construction Corporation (CCCC), Hainan International Economic Development Bureau, and Hainan Free Trade Port Working Committee Office to learn and study the experience of forming and developing the Hainan Free Trade Zone.

The relevant agencies warmly welcomed and shared many contents about the basis for choosing Hainan to become the Hainan Free Trade Zone; the master plan for the Hainan Free Trade Port, oriented to go through 3 stages: by 2025 - Successfully build the Hainan Free Trade Port policy framework, by 2030 - Complete the most open locality in the country, by 2050 - Free Port with regional and world influence; 60 important policies to implement. Thereby, Hainan also achieved impressive targets such as: in 2023, the GRDP growth rate will be the highest in the country (up about 9%), trade in goods will increase by 15%, trade in services will increase by 30%, tourists to the locality will increase by 50%, tourism revenue will increase by 72%...

At the same time, clarify the policies to attract investment in Hainan, the differences and advantages compared to other Free Trade Zones, focusing on clarifying the independent legislative power; high-quality human resources, urgent talents from identifying beneficiaries, attraction policies to creating conditions, support, funding, subsidies; industries with priority list to attract to Hainan, priority beneficiaries; capital, control of inbound/outbound investment, domestic/foreign investment has advantages compared to other localities.

The two sides exchanged and discussed the difficulties in forming and developing the Hainan Free Trade Zone such as: low investment growth, competition with other Free Trade Zones, the stability and continuity of overall policies have not met expectations, the investment and business environment is not outstanding...

Thereby, it also proposes some recommendations for the development of Free Trade Zones in Vietnam regarding: joining the world free trade port partnership alliance; continuing to promote cooperation in the fields of trade, transport connectivity, especially seaports, aviation (Da Nang, Hai Phong ...), and new energy.

These are quite specific and similar models and experiences that Da Nang city can refer to, research, build and propose in the formation and development of the Free Trade Zone in particular and the socio-economic development of Da Nang city in general.

On the afternoon of April 1, the delegation visited and worked with the leaders of Hainan province. Deputy Secretary of the Provincial Party Committee and Chairman of the Hainan Provincial Government Liu Xiaoming received and worked with the delegation. Mr. Liu Xiaoming shared the process of formation and development of Hainan Free Trade Port and some recommendations and cooperation with Vietnam. The two sides shared the friendly and cooperative relationship between Vietnam and China in general and Hainan in particular.

On behalf of the working delegation, Minister of Planning and Investment Nguyen Chi Dung congratulated the initial results and believed in the successful implementation of the Hainan Free Trade Zone model as planned in the coming time; at the same time, the Minister also sent his best wishes and thanked Mr. Liu Xiaoming and the leaders of Hainan province for supporting the working delegation to successfully implement the work program.
