Resolution 68-NQ/TW of the Central Executive Committee on private economic development, issued on May 4, 2025, is an important milestone. This Resolution not only demonstrates the determination to promote the role of the private economy, but also opens up many opportunities and challenges for private enterprises, including business households and small and medium enterprises (SMEs).
As businesses and SMEs face pressure from changes in tax policies, cash flow issues and urgent digitalization requirements, finding a comprehensive solution is more important than ever.

How do you assess current policy movements and the impacts of new policies on SMEs' business operations?
The Government is taking drastic and breakthrough steps in institutional reform to promote economic growth, especially in the private economic sector, in which business households and SMEs account for nearly 98% of the total number of enterprises. Resolution 68 is of great significance, marking a fundamental change in thinking about the role of the private economy, identifying it as the most important driving force of the national economy.
A notable point in Resolution 68 is the focus on removing long-standing bottlenecks for SMEs, such as difficulties in accessing capital, land, and technology. Specific policies such as exempting corporate income tax for the first 3 years for newly established SMEs, supporting interest rates of 2%/year for green projects, or encouraging digital transformation and innovation are all very practical, contributing to helping businesses reduce the burden of costs and procedures. These changes not only "untie" but also create leverage for SMEs to be more confident in competing and breaking through in business, improving their position in the market.
There are challenges and opportunities, what should businesses, especially business households and SMEs, do to make the most of the support and make a breakthrough?
Resolution 68 is a “golden opportunity” for the private economic sector, especially SMEs, to change their mindset, make a strong breakthrough and confidently step into the new era - the era of national development. In your opinion, what changes in tax policy are directly affecting business households and SMEs?

The first is the regulation on electronic invoices generated from cash registers, requiring all retail transactions to be recorded and invoiced immediately. This requires transparency and digitalization of the entire sales process. The second is the requirement for payment and tax payment through non-cash channels and personal accounts, forcing businesses to change their long-standing manual financial management habits. This is a major shift in operational thinking.
So what specific solutions does VIB have to help businesses solve this tax problem?
