Da Nang implements the reorganization and consolidation of villages and residential areas.

DNO - On the afternoon of May 29th, the Da Nang Department of Internal Affairs held an online conference to implement Government Decree No. 185/2026/ND-CP and to disseminate the policy on rearranging and consolidating the organization and operation of villages and residential areas in the city.

Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City, Le Tri Thanh, along with representatives from relevant departments, agencies, and units, attended the conference at the main venue.

The conference was connected to communes and wards to implement new regulations on the organization and operation of villages and residential areas, as well as policies and regulations for part-time officials.

At the same time, the policy of reorganizing and consolidating villages and residential areas should be thoroughly implemented, along with the reorganization of Party branches, Front Committee working groups, and other associations and organizations in residential areas.

According to the Department of Interior Affairs, the reorganization and consolidation of villages and residential areas is an important and urgent political task. The goal is to ensure a streamlined and efficient grassroots administrative apparatus, consistent with the two-tiered local government model and the management requirements of the new era.

The restructuring process must ensure transparency, democracy, and high levels of public consensus. In particular, the implementation process needs to fully consider historical, cultural, customary, geographical conditions, and specific characteristics of each locality; it should also be linked to improving the effectiveness of grassroots governance, promoting digital transformation, and ensuring stability in security and public order.

The Department of Internal Affairs requests that the People's Committees of communes and wards urgently review the entire system of villages and residential areas in their localities; develop plans for reorganization and consolidation of their operations; and complete the report to be submitted to the City People's Committee before May 30, 2026.

The Department of Internal Affairs will coordinate with local authorities to advise the City People's Committee on issuing a citywide reorganization plan and seek feedback from the Ministry of Internal Affairs before June 15, 2026.

In addition, the deadline for resolving the entitlements and policies for part-time workers and those participating in village and neighborhood work who become redundant after the reorganization is June 30, 2026.

At the conference, delegates were also briefed on the key contents of Decree No. 185/2026/ND-CP. Accordingly, in the South Central coastal region and the Central Highlands, villages must have a scale of 300 households or more, and residential areas must have 450 households or more.

Each village or residential area shall have a maximum of 3 non-professional personnel, including the Party branch secretary, the village head or residential area leader, and the head of the Fatherland Front working committee.
