Provincial National Assembly delegates discussed three draft laws related to national defense, military, telecommunications and citizen identification.

Comrade Hoang Van Nghiem, Standing Deputy Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Lang Son Province, Deputy Head of Group 13 chaired the group discussion.

– Following the working program at the 5th session of the 15th National Assembly, on the morning of June 10, the National Assembly Delegation of the province participated in the discussion at Group 13 with the National Assembly Delegations of Bac Ninh , Hau Giang, and Dak Lak provinces. Comrade Hoang Van Nghiem, Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Deputy Head of Group 13 chaired the discussion. Attending were Comrade Tran Thanh Man, Standing Vice Chairman of the National Assembly, National Assembly Delegation of Hau Giang province.

Accordingly, the National Assembly deputies discussed in groups the draft Law on Management and Protection of National Defense Works and Military Zones; the Law on Citizen Identification (amended); the Law on Telecommunications (amended). National Assembly deputies from the provinces basically agreed with the contents proposed by the drafting committee in the amended draft.


Comrade Hoang Van Nghiem, Standing Deputy Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Lang Son province, spoke about the discussion on the Law on Telecommunications (amended).

Speaking at the discussion on the Law on Telecommunications (amended), delegate Hoang Van Nghiem, Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, said that in Clause 1, Article 63, the drafting agency also sought advice and included content on telecommunications works installed on public land, public headquarters, public works, public locations and other types of assets so that businesses and units that install broadcasting stations and BTS stations can conveniently manage and comply with other relevant laws. In Clause 1, Article 64, the drafting committee reviewed and included the content of decisions and resolutions related to responsibilities and authority for the field of telecommunications works in the draft, which refers to the People's Committee at the competent level responsible for allocating land for the construction of important telecommunications works related to national security to be used as telecommunications service points in the area. However, the delegate suggested that the drafting committee consider and add more regulations on the role, responsibility and priority of investment in developing telecommunications infrastructure to be both practical and consistent with the Party's goals for developing telecommunications infrastructure. At the same time, the draft committee suggested that some regulations of this law should not be in conflict with other laws such as the Land Law and other related laws.


Delegate Luu Ba Mac, National Assembly Delegation of the province, gave his opinion on the draft Law on Management and Protection of National Defense Works and Military Zones.

Speaking at the discussion on the Law on Management and Protection of National Defense Works and Military Zones, delegate Luu Ba Mac, National Assembly Delegation of Lang Son Province, said that in Article 1 of the draft law, the drafting committee should consider and supplement the provisions separating the scope of regulation and the subjects of application. Regarding the explanation of terms in Article 2 of the draft law, the delegate suggested adding an explanation of the concept of citadel and defensive artillery. Currently, at Point a, Clause 3, Article 5 of the draft law, this content is mentioned but the concept has not been explained. Regarding the content of tasks and powers of the defense construction and military zone protection force under the Ministry of National Defense in Article 20, the delegate suggested that the drafting committee consider adding to Clause 1 the content related to research and application of science and technology in the protection and management of defense construction and military zones to ensure consistency with the key orientation of science and technology development in the science and technology development strategy to 2030. At the same time, in Clause 2 of Article 20, it is suggested that the drafting committee consider and add more provisions related to the requisition according to the law of means of information, transportation, and other means in that area to perform tasks in urgent cases of management and protection of defense construction and military zones to ensure consistency according to the law of the Law on National Security 2004, the Law on Requisition and Confiscation of Property 2008.

Delegate Pham Trong Nghia, National Assembly Delegation of Lang Son province, commented on 3 draft laws, in which, for the draft Law on Management and Protection of National Defense Works and Military Zones, the delegate proposed to clarify the concept of what is a national defense work and a military zone; the competent authority determines works belonging to national defense and military zones; in Article 11 of the draft law regulating the conversion of national defense and military works, the delegate suggested to consider supplementing in accordance with the provisions of the Land Law. In Clause 2, Article 26 on policies for organizations, households, and individuals producing and doing business within the national defense and military land belonging to special groups, they are entitled to social security policies, support in education, labor, employment, production, and business, the draft committee is requested to consider and review the subjects and content of the policies accordingly.

Regarding the draft Law on Telecommunications (amended), delegate Pham Trong Nghia requested the drafting committee to report more clearly on the impact of new contents included in the draft law such as: cloud computing, OTT telecommunications internet services, and SIM card management. At the same time, the delegate requested the drafting committee to review the concept of telecommunications in the draft law to be consistent with international practices; add provisions prohibiting the purchase and sale of user data information; and the implementation of public telecommunications services for businesses. Regarding the draft Law on Citizen Identification (amended), the delegate requested to consider the scope of regulation, the issuance of citizen identification cards to people under 14 years old; costs and information integrated into the database; citizen data security; the State's policy on the issuance of citizen identification cards, etc.

In the afternoon of the same day, the National Assembly discussed in the hall the draft Law on Credit Institutions (amended).
