Six months after the Congress, the Front system will organize a "Month of listening to people's voices" simultaneously at all levels and affiliated organizations, along with operating a "Digital Map" on people's livelihood issues; ending the "inverted cone" situation in the Youth Union and Women's Union by expanding the base in industrial parks, boarding houses, and new rural areas. And finally, one year after implementing the Resolution, the Front will independently assess the provincial trust index, announce community welfare results, and replicate the social dialogue model.

With the foundation of connecting technology and life, the program "Listening to People's Voices Month" will be organized simultaneously throughout the system six months after the Resolution was issued. Specifically, instead of listening to people's opinions mainly based on voter contact or through a few individual conferences, people's thoughts, aspirations, reflections and suggestions will be recorded, analyzed and responded to promptly through the "Digital Front".
The combination of traditional methods and modern technology is expected to create a strong spread, visualize bottlenecks, hot spots, and outstanding concerns of people by locality and field, forming a "Digital Map" of the population situation in real time.
The task of overcoming the "inverted cone" situation in mass organizations through expanding the Youth Union and Women's Union bases in industrial parks, boarding houses, etc., along with the launch of the "Listen to People's Voices Month" program, basically aims at two goals: Restoring vitality to organizations from the roots and ensuring the voice of the people on the basis of a "Digital Front" with a solid support from the grassroots. Because when the effectiveness of the work of the Youth Union and Association is improved, dialogue and monitoring programs will also become more practical and "take root" deeper into life.
Most notably, the action program has set out the tasks of implementing an independent assessment of the provincial trust index, announcing community security results, and replicating the social dialogue model.
The action program to implement the Congress Resolution, the system of the Fatherland Front and Central organizations has entered a new stage of development, in which there is a strong shift from traditional mobilization to modern technology integration methods, from form to substance and is committed to specific parameters and digital criteria. This is also a comprehensive and sustainable solution to strengthen people's trust and promote the strength of national solidarity in the new era.
