Member of the Party Central Committee, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, President of the Vietnam General Confederation of Labor Nguyen Dinh Khang chaired the conference.
Speaking at the opening of the conference, President of the Vietnam General Confederation of Labor Nguyen Dinh Khang said that the 14th Congress of the Vietnam Trade Union is scheduled to take place in June 2026. This is the first congress to be held under the new organizational model. Compared to previous congresses, the preparation time is shorter, requiring fast progress, high concentration and great effort.

In the past time, the Document Subcommittee, the Subcommittee for amending and supplementing the Charter and the supporting unit have worked actively, researched and developed the first draft of the Political Report to be submitted to the congress; the draft to supplement and amend the Charter of the Vietnam Trade Union to be submitted to the Standing Committee of the Party Committee of the General Confederation of Labor and the Standing Committee of the Presidium to complete and submit to the Presidium of the General Confederation of Labor for comments this time focusing on a number of main contents.
Specifically, regarding the draft Report of the Executive Committee of the 13th Vietnam General Confederation of Labor to be submitted to the 14th Congress of the Vietnam Trade Union for the 2026 - 2031 term, the basic structure inherits the political report of the 13th Congress of the Vietnam Trade Union. The report focuses on assessing the results of implementing the Resolution of the 13th Congress of the Vietnam Trade Union for the 2023 - 2025 period; identifying 5 lessons learned, 10 groups of targets and 3 breakthroughs.
“This is an especially important content that needs to be researched, discussed, and commented on, especially regarding the report title, along with related contents such as goals, targets, tasks, and solutions for the 2026-2031 term,” President of the Vietnam General Confederation of Labor Nguyen Dinh Khang suggested.
Regarding the draft revised and supplemented Charter of the Vietnam Trade Union, the President of the Vietnam General Confederation of Labor said that the revision and supplement of the Trade Union Charter is extremely urgent and necessary to concretize the Constitution, laws, and the Party's guiding viewpoints, meet practical requirements, and overcome existing problems and difficulties so that the Trade Union can operate better.
The draft Charter of Vietnam Trade Union (amended and supplemented) includes a Preface, 10 chapters, 47 articles (1 chapter less, 2 articles more compared to the current Charter). Of which, 18 articles remain, 1 chapter and 6 articles regulating the grassroots trade union are removed; 8 new articles are added (Articles 15, 24, 25, 28, 31, 32, 33, 39); the contents of 21 articles of the current Charter are amended and supplemented.
The President of the Vietnam General Confederation of Labor requested delegates from local practice to give their opinions on the structure and layout of the Charter; the proposed amendments and supplements; especially on the functions, tasks, authority and operating mechanism of commune, ward and special zone trade unions to suit the reality and ensure feasibility, effectiveness and efficiency. Create conditions for commune and ward trade unions to have full authority to operate like other political and social organizations of the political system...
“Although the contents of this meeting are not many, they are all very important. Therefore, we request that delegates promote a sense of responsibility, carefully study the documents, discuss and contribute ideas so that the conference is truly high-quality and effective,” emphasized President of the Vietnam General Confederation of Labor Nguyen Dinh Khang.
