On the morning of June 2nd, at the Ministry of National Defense headquarters, General Phan Van Giang, member of the Politburo, Deputy Prime Minister, and Minister of National Defense, received the South Korean Ambassador to Vietnam, Choi Young Sam, who paid a farewell visit upon the completion of his term of service.
General Phan Van Giang congratulated Ambassador Choi Young Sam on successfully completing his term of service in Vietnam, and highly appreciated the Ambassador's positive contributions in promoting the Vietnam-Korea Comprehensive Strategic Partnership to develop more substantively and effectively in many fields, including defense cooperation.
Affirming that Vietnam always values the comprehensive strategic partnership with South Korea, General Phan Van Giang emphasized that the state visit to South Korea by General Secretary and President To Lam in August 2025 and the state visit to Vietnam by President Lee Jae Myung in April 2026 have achieved many substantive results, contributing to promoting the strong development of relations between the two countries, towards a shared prosperous future.
General Phan Van Giang stated that, along with the extensive development of bilateral relations, Vietnam-South Korea defense cooperation has continued to receive attention and promotion from both sides, constantly expanding in scope, deepening, and yielding increasingly practical results.
General Phan Van Giang highly appreciated the cooperation and support of South Korea for the Vietnamese Ministry of National Defence in areas such as education , training, navy, defense industry, and post-war remediation. The General expressed his sincere gratitude to the South Korean government for implementing many meaningful humanitarian aid packages in Vietnam.
Notably, these include the Vietnam-Korea Cooperation Project on addressing the consequences of unexploded ordnance after the war in local areas and the Vietnam-Korea Mine Action for Peace Villages Project (2024-2026).
General Phan Van Giang expressed his hope that Ambassador Choi Young Sam would continue to report and propose to senior Korean leaders, the Korean Ministry of Foreign Affairs, and the Korea International Cooperation Agency (KOICA) to pay attention to and support Vietnam in the field of overcoming the consequences of war.
Expressing confidence in Ambassador Choi Young Sam's future career, General Phan Van Giang affirmed that regardless of his position, the Ambassador will continue to play a bridging role and make positive contributions to the development of friendly and cooperative relations between Vietnam and South Korea.

For his part, Ambassador Choi Young Sam congratulated Vietnam on successfully organizing the 14th National Congress of the Communist Party of Vietnam, the elections of National Assembly deputies and People's Council deputies at all levels for the 2026-2031 term; and conveyed the congratulations of the South Korean Minister of National Defense to General Phan Van Giang on his appointment as Deputy Prime Minister.
Ambassador Choi Young Sam stated that during his tenure in Vietnam, he was pleased to have contributed to promoting economic cooperation, cultural exchange, and people-to-people exchanges between the two countries. The Ambassador assessed that Vietnam-South Korea defense cooperation has continued to yield substantial results through the effective maintenance of the Deputy Minister-level Defense Policy Dialogue mechanism, enhanced officer exchanges, and the organization of naval ship visits between the two countries.
Affirming his commitment to continuing to support Vietnam-Korea cooperation in his new capacity, Ambassador Choi Young Sam expressed his confidence that the relationship between the two countries, including defense cooperation, will continue to develop strongly, effectively, and more substantively in the future.
