Dak Song has made outstanding efforts in streamlining administrative procedures.

On the afternoon of December 23rd, the Dak Nong Provincial Public Service Inspection Team, led by Ms. Ton Thi Ngoc Hanh, Provincial Party Committee member and Vice Chairman of the Provincial People's Committee, worked with the Dak Song District People's Committee to review the draft report on the results of the public service inspection in the district.

From October 2nd to 9th, 2024, the Provincial Public Service Inspection Team conducted an inspection at the People's Committee of Dak Song District. The inspection covered the period from January 1st, 2023 to the time of the inspection.

The inspection team examined the following aspects: the responsibilities of the heads of agencies and units; the results of the performance of duties and responsibilities by officials and employees; the results of the unit's work program and the implementation of tasks assigned by the Provincial People's Committee and the Chairman of the Provincial People's Committee; and the results of handling dossiers and administrative procedures.

According to the inspection results, the People's Committee of Dak Song district has implemented the tasks outlined in the district's work program, as well as the tasks assigned by the Provincial People's Committee and the Chairman of the Provincial People's Committee.

The district has basically completed its key tasks. In particular, the disbursement of funds for three national target programs in the first nine months of the year exceeded the overall provincial target.

The People's Committee of Dak Song district has resolutely applied various forms of disciplinary action, such as review, criticism, and punishment, against collectives and individuals who violated regulations in the performance of their duties, in order to promptly rectify and enhance responsibility in carrying out assigned tasks.

The process of receiving and handling administrative procedures in Dak Song district is basically carried out in accordance with regulations. The working area of ​​the reception and results delivery department at the Dak Song District People's Committee is equipped with modern equipment, quick information lookup kiosks, and a spacious, clean, and tidy workspace.

However, despite the achievements, Dak Song's District Competitiveness Index (DDCI) in 2023 was not high. The disbursement of central government budget funds in 2024 still faces many obstacles and has a low disbursement rate.

The submission of the 2024 land use plan is still slow. Violations in the management, protection, and use of land resources, the environment, and construction order are still occurring but have not been detected or resolved promptly and decisively, leading to complaints from the grassroots level.

The key work programs of the District People's Committee and some departments and units have not been developed and implemented in accordance with regulations. The transfer of positions for officials, civil servants, and public employees under their authority has not been properly ensured.

Most meetings of the District People's Committee members are not recorded in the meeting minutes book; no record book for weekly briefing meetings of the District People's Committee leaders is established.

The minutes of the expanded briefing meeting between the leaders of the District People's Committee and relevant units were poorly recorded, lacking complete content, and the secretary and the chairperson did not sign to confirm the meeting minutes.

The guidance and processing of input documents at the one-stop service center for handling administrative procedures still have shortcomings, failing to ensure the principles of completeness, clarity, accuracy, and one-time submission. A relatively high percentage of ineligible documents have to be returned to the one-stop service center for re-issuance to citizens and organizations.

Some units have not properly and fully implemented the issuance of personal apology letters to individuals and organizations regarding delays in handling administrative procedures under the one-stop and integrated one-stop mechanisms, ensuring compliance with regulations and timeframes.

Speaking at the meeting, Chairman of the People's Committee of Dak Song district, Ngo Duc Trong, acknowledged the shortcomings and limitations pointed out by the inspection team.

Vice Chairman of the Provincial People's Committee and Head of the Inspection Team, Ton Thi Ngoc Hanh, commended Dak Song for the achievements it has made in performing its duties.

The district needs to be more proactive and responsible in fulfilling its assigned duties and responsibilities; and to enhance the exemplary role of the head and the collective leadership of the District People's Committee in their work.

The district is taking decisive action and imposing penalties on collectives and individuals who violate regulations in the performance of their duties, as well as those who have been repeatedly criticized and reminded but still fail to comply.

Dak Song is researching and implementing solutions to further improve the Administrative Reform Index and the District-level Competitiveness Index (DDCI).

The district strictly adheres to the working regulations of the District People's Committee regarding meeting procedures and the recording of meeting minutes, fully documenting the content, proceedings, and conclusions of the chairperson, and signing them to serve as a basis for implementation.

Local authorities shall develop a plan to address the shortcomings and limitations within two months of the report's issuance and submit it to the inspection team for monitoring and compilation.
