This was emphasized by Vice Chairman of the National Assembly's Ethnic Affairs Committee Nguyen Lam Thanh at a seminar themed "Ensuring the Quality of Delegates in the New Era," recently organized by the People's Delegates Newspaper.
The five-step, three-round consultation process is unique to Vietnam. In this process, the Vietnam Fatherland Front plays the leading role in the consultation to ensure that qualified individuals are included in the official list.
Regarding this issue, Vice Chairman of the National Assembly's Ethnic Affairs Committee Nguyen Lam Thanh stated that in the election of deputies to the 16th National Assembly and deputies to People's Councils at all levels for the 2026-2031 term, the process will be clearer and more rigorous, implementing a three-step consultation process: agreeing on the structure, composition, and number of candidates; compiling a preliminary list and conducting voter consultations in various areas; and, based on the criteria and voter opinions, finalizing the list.
He also argued that soliciting opinions from voters at their workplace and place of residence regarding candidates is a very good democratic practice, considered a crucial "social filter."

The Vice Chairman of the National Assembly's Ethnic Affairs Committee emphasized the importance of paying attention to the representation of various social strata – a crucial requirement for the National Assembly and People's Councils. It is necessary to ensure representation of women, ethnic minorities, intellectuals, workers, farmers, young people, non-Party members, and even self-nominated candidates.
"Through the consultation process, we have come up with a list and the components related to this very important structure. The goal of defining these components and the structure is to ensure the representation of all classes and strata in society," he emphasized.
Vice Chairman of the National Assembly's Ethnic Affairs Committee Nguyen Lam Thanh also highly appreciated the fact that this election significantly increased the requirements for delegate standards in four areas: moral character; work capacity in terms of both thinking and practical skills; commitment to the people and lifestyle; and not violating legal regulations.
"In short, this election consultation process has five key differences: a clearer legal process, more thorough screening in all three rounds, careful consideration of voter opinions, and meticulous examination of the social representation structure, for example, the group of ethnic minority women is clearly defined in terms of the proportion of candidates. In particular, the standards for delegates are more specifically defined in this guidance document," emphasized Nguyen Lam Thanh, Vice Chairman of the National Assembly's Ethnic Affairs Committee.
According to Vice Chairman of the National Assembly's Ethnic Affairs Committee Nguyen Lam Thanh, candidates from state agencies or faculty members are also carefully considered and evaluated by other state agencies before being included in the list in coordination with the Vietnam Fatherland Front during the consultation process.
"This is a very important 'filter' to ensure the quality of candidates for the National Assembly. The consultation process has been very well prepared, thorough, and follows scientific and systematic procedures. This will help to produce a list of candidates for the election that is truly high-quality and more effective," said Nguyen Lam Thanh, Vice Chairman of the National Assembly's Ethnic Affairs Committee.
