Democratic discussion, quality contribution of ideas for a successful meeting(*)

Comrade Lo Van Phuong, member of the Provincial Party Committee, Chairman of the Provincial People's Council delivered the opening speech at the 15th Session.

Today, the People's Council of Dien Bien province, term XV, 2021-2026, solemnly opened the 15th Session, the regular session in mid-2024. At the preparatory meeting, the delegates of the Provincial People's Council unanimously approved the content and agenda of the session. Accordingly, the 15th Session, term XV of the Provincial People's Council will take place in 1.5 days; the Provincial People's Council will consider, discuss and decide on many important contents:

The first: The Provincial People's Council will review the Provincial People's Committee's report on the implementation of the socio -economic development plan, ensuring national defense and security; implementation of local budget revenue and expenditure, public investment in the first 6 months of the year and key tasks and solutions for the last 6 months of 2024. These are important contents that need to be discussed, analyzed, and evaluated objectively and comprehensively, closely following the goals, tasks, and solutions set out for the planning year. In particular, focusing on major issues, assessing outstanding results, limited contents, needing to draw lessons, clearly identifying causes and responsibilities, thereby proposing realistic and feasible tasks and solutions to best fulfill the goals and targets for socio-economic development, ensuring national defense and security; local budget revenue and expenditure; disbursement of public investment capital in 2024; creating the premise to successfully carry out the socio-economic development tasks for the entire period of 2021-2025 according to the Resolution of the Provincial Party Committee and the Resolution of the Provincial People's Council.

Monday: At this session, the Provincial People's Council will consider and approve 11 draft resolutions submitted by the Provincial People's Committee to institutionalize the Party's guidelines and the State's laws and policies into the practical conditions of the locality and 03 draft resolutions submitted by the Standing Committee of the Provincial People's Council. These are important resolutions, creating a legal basis and mechanism for all levels and sectors to manage, operate, promote socio-economic development, and ensure national defense and security of the province such as: Regulations on the list of revenues and collection levels, revenue and expenditure management mechanisms for services supporting educational activities of public educational institutions in the province; Regulations on the Medal "For the cause of building and developing Dien Bien province"; selection of district level to pilot the decentralization mechanism in management, organization and implementation of national target programs for the period 2024 - 2025; measures to ensure democracy at the grassroots level in the province ...

Tuesday: The Provincial People's Council will listen to the Standing Committee of the Provincial Vietnam Fatherland Front Committee report on the activities of the Fatherland Front in participating in government building, synthesize opinions and recommendations of voters and people; review the report on the results of monitoring the settlement of voters' recommendations before and after the Thirteenth Session; the results of the Provincial People's Council's thematic monitoring on "Implementation of land allocation, forest allocation, issuance of forestry land use right certificates; payment for forest environmental services in the period 2019-2023, in Dien Bien province"; approve the 2025 Monitoring Program of the Provincial People's Council; conduct questions and answers. Review the reports of the Standing Committee of the Provincial People's Council, the Provincial People's Committee, the Provincial People's Council Committees, the People's Court, the People's Procuracy, and the Provincial Civil Judgment Enforcement Department. The reports have been sent to the Provincial People's Council delegates according to regulations for delegates to study, participate in discussions, and question at the meetings.

The contents presented at the Session have been prepared seriously, responsibly and with quality by the Standing Committee of the Provincial People's Council, the Provincial People's Committee, the advisory and assisting agencies of the Provincial People's Council and the Provincial People's Committee; the Provincial People's Council Committees have conducted the examination in accordance with the provisions of law. In order for the Session to achieve the best results, on behalf of the Standing Committee of the Provincial People's Council, I request the Provincial People's Council delegates to promote the spirit of responsibility, concentrate their intelligence, democratically discuss, and contribute many enthusiastic and profound opinions so that the Provincial People's Council can make correct, appropriate and effective decisions, meeting the requirements and tasks of socio-economic development, ensuring national defense and security, and the expectations of voters and people of all ethnic groups in the province...
