Need effective and fundamental solutions to overcome existing problems and limitations in economic development

Provincial Party Secretary Tran Quoc Cuong speaks at the 13th Session of the 15th Provincial People's Council.

...The 13th session of the 15th Provincial People's Council took place right after the 6th session of the 15th National Assembly, which had just ended successfully, with discussions and decisions on many important issues of the country and votes of confidence for positions elected by the National Assembly. The Party Committee, authorities at all levels, armed forces and people of all ethnic groups in Dien Bien province are striving to successfully complete the tasks of work in 2023. This is a very important session, which is being closely followed by officials, party members, voters and people of the province.

...At this session, the Provincial People's Council will review and evaluate the results of the implementation of socio -economic development tasks, ensuring national defense and security in 2023, determine the direction, goals and tasks in 2024; the implementation of local budget revenue and expenditure tasks in 2023, estimates and allocation of local budget estimates in 2024; the 3-year state budget and financial plan, from 2024 to 2026; the Provincial planning for the period 2021-2030, with a vision to 2050; at the same time discuss, review reports and approve many resolutions submitted by the Standing Committee of the Provincial People's Council and the Provincial People's Committee; take a vote of confidence for positions elected by the Provincial People's Council.

Before organizing the People's Council Session, the Provincial Party Executive Committee reviewed and gave guidelines on the above contents; the Provincial People's Committee has received and completed the draft reports to submit to the Provincial People's Council. I would like to present some key contents so that the Provincial People's Council delegates have more information to discuss and decide.

...In 2023, the world situation continues to have complicated developments, armed conflicts, economic embargoes, strategic competition between major countries negatively affecting the world economy, putting great pressure on Vietnam's macroeconomic policy management. Domestically, many sectors and fields of the economy are recovering slowly due to the impact of many adverse external factors, the real estate market is stagnant, production and business activities face many difficulties; weather and climate change abnormally; Dien Bien Phu Airport temporarily suspended operations for nearly 08 months (from April 15 to December 01); high prices of goods, especially fuel, construction materials, agricultural supplies, greatly affecting the production and business activities of people and enterprises...

However, in that difficult context, Dien Bien province still achieved many important results such as:

Many socio-economic development targets have been achieved and exceeded the set plan, with an estimated economic growth rate of 7.1%, ranking 27th out of 63 provinces and cities and 4th out of 14 provinces in the Northern Midlands and Mountains region.

Cultural and tourism activities continue to be the driving force for the development of other sectors and fields; the number of tourists increased by 23.46% over the same period last year. The Central Secretariat has approved the implementation of the overall project for activities to celebrate the 70th anniversary of Dien Bien Phu victory; the Ministry of Culture, Sports and Tourism has proposed to the Prime Minister the project to organize the National Tourism Year - Dien Bien 2024.

Many investors are interested in surveying, proposing and implementing investment projects in the province; including projects that investors have previously studied but did not have the conditions to implement. Complete and put into operation Dien Bien Phu Airport; continue to accelerate the progress of implementing a number of key projects.

Poverty reduction work has achieved many results, the poverty rate has decreased by 4.32% compared to 2022; social security policies have been implemented promptly and effectively; notably, the work of supporting the construction of Great Solidarity houses for poor households in Dien Bien province (4,963/5,000 houses have been built, 3,317 houses have been completed).

National border sovereignty is maintained, political security and social order and safety are ensured; foreign affairs and international cooperation are enhanced and expanded.

The fight against crime, social evils and accidents has received attention and achieved many practical and meaningful results.

The above results were achieved, first of all, thanks to the attention and assistance of the Party Central Committee, the National Assembly, the Government, the Central Committee of the Vietnam Fatherland Front and the Central Committees, ministries and branches; the support, assistance and coordination of provinces and cities nationwide; the focused leadership, direction and management of Party committees and authorities at all levels and branches; the efforts of cadres, party members, soldiers of the armed forces, the business community and the people of all ethnic groups in the province; including the very important contributions of the People's Council and People's Council delegates at all levels.

...In addition to the achieved results, we also frankly recognize that there are still shortcomings and limitations in the leadership, direction, management and implementation, such as: Some socio-economic development targets have not been achieved compared to the set plan. Targets on state budget revenue in the area (only reaching 67.23% of the estimate); targets on the disbursement rate of public investment capital, especially career capital for national target programs (only reaching 20.21%). Progress in site clearance, construction of some key projects and projects for auctioning and bidding for land use rights is slower than planned; land allocation, forest allocation, and issuance of forestry land use right certificates have not been completed according to the direction of the Provincial Party Committee (Resolution of the Provincial Party Committee requires completion in 2023) . Political security and social order and safety still have complex factors: the number of crimes related to illegal drug trafficking and transportation is still high; illegal religious activities, illegal religious propaganda and the situation of petitions and complaints beyond the authority still occur... These are issues that we need effective and fundamental solutions to overcome in the coming time.

The year 2024 is of decisive significance for the successful implementation of the resolutions of the Party Congresses at all levels, the Resolution of the 14th Provincial Party Congress and the 5-year socio-economic development plan 2021-2025; is the year of many important political activities and events of the country and the province (the 70th anniversary of the Dien Bien Phu Victory, the 115th anniversary of the establishment of the province, the 75th anniversary of the establishment of the Lai Chau Provincial Party Committee (now Dien Bien and Lai Chau), the 20th anniversary of the establishment of Dien Bien province separated from Lai Chau province and the National Tourism Year - Dien Bien, ...), along with the completion of Dien Bien Phu Airport and a number of key projects, put into operation and use, will create an important driving force to help promote the image and promote socio-economic development. The world, regional and domestic situation is forecasted to have intertwined opportunities, advantages, difficulties and challenges. Therefore, the tasks in 2024 and the coming time are extremely heavy, requiring great efforts, determination and drastic actions of the entire political system from the province to the grassroots level, together with "Determination to strive by the end of 2024, to basically complete and finish ahead of schedule the main targets and goals set out in the Resolution of the 13th Provincial Party Congress and the resolutions of the Party Congresses at all levels".

At this session, the Provincial People's Council will review, discuss and give opinions on many important contents submitted by the Provincial People's Committee. The Provincial Party Committee requests the Provincial People's Council and its delegates to uphold their sense of responsibility towards voters and the People, focus on research, discuss frankly and seriously, consider the necessity, legality and practical situation associated with feasible tasks and solutions, so that the resolutions after being passed can be effectively implemented.

Propose that the Provincial People's Council and the Provincial People's Council delegates closely follow the guidelines, directions and orientations of the Central Committee and Resolution No. 11-NQ/TW dated February 10, 2022 of the Politburo on the direction of socio-economic development, ensuring national defense and security in the midland and mountainous areas of the North and thematic Resolutions of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee; on the basis of the mid-term review of the implementation of the Resolution of the Provincial Party Congress and Resolution No. 23 of the Provincial Party Committee on the goals and tasks of socio-economic development, ensuring national defense and security and building the political system in 2024, to concretize them into mechanisms and policies close to the practical situation for the contents submitted by the Provincial People's Committee. Objectively and comprehensively assess the results achieved in implementing the socio-economic development plan and budget estimates for 2023 to propose specific solutions to be implemented in 2024, in line with the actual situation and with high feasibility. Urgently allocate the 2024 capital plan; assign tasks to agencies and units to organize implementation from the first days of 2024.

Propose the Provincial People's Council to give opinions on some key tasks:

(1)- Effectively implement the Provincial Planning for the 2021-2030 period, with a vision to 2050; the Provincial 5-year Land Use Plan; the General Planning of Dien Bien Phu City to 2045; continue to review and adjust urban planning, promote new rural construction associated with urbanization, develop border trade infrastructure to effectively exploit the potential and advantages of the province.

(2)- Focus on completing projects to restore and embellish historical relics, urban beautification, essential works, accommodation facilities serving activities to celebrate the 70th anniversary of Dien Bien Phu Victory and key works and projects to be inaugurated on the occasion of the 70th anniversary of Dien Bien Phu Victory and National Tourism Year - Dien Bien 2024.

(3)- Be proactive and flexible in budget management to carry out political tasks in accordance with regulations and laws, in line with the actual situation; effectively implement solutions to increase revenue, especially land use fee revenue; strive to complete and exceed the state budget revenue estimate for 2024.

(4)- Continue to improve the investment and business environment associated with enhancing provincial competitiveness. Strengthen trade promotion activities, attract investment in areas of advantages and strengths of the province.

(5)- Focus on leading and directing the implementation of key programs and projects of the province; promote the progress of public investment projects, ensuring the disbursement rate reaches over 95%.

(6)- Synchronously and effectively implement national target programs and sustainable poverty reduction projects; focus on mobilizing and integrating resources for poverty reduction work; complete support for building Great Solidarity houses for poor households, and bring electricity to villages and hamlets without electricity;

(7)- Focus on human resource development, concentrate on establishing Dien Bien Phu University;

(8)- Continue to maintain political stability, national border sovereignty, social order and safety; closely combine national defense and security consolidation with socio-economic development, improving the material and spiritual life of the people. Decide on mechanisms and policies that ensure proper authority, compliance with legal regulations, close to requirements, practical situations and high feasibility, creating favorable conditions for the province to carry out socio-economic development tasks in 2024 and the following years; improve the effectiveness of state management in all fields, especially in planning management, land use, resources, minerals, etc.

Continue to innovate and improve the effectiveness of supervision activities, especially supervision of the concretization and implementation of resolutions of the Provincial People's Council. Carry out well the activities of meeting voters, receiving citizens, and handling petitions; contact and closely connect with voters to promptly convey their legitimate opinions and recommendations to competent authorities and regularly urge and supervise the timely resolution of such opinions and recommendations; be worthy of the trust of voters and people in the province.

At the end of the session, it is recommended that the Provincial People's Council and the Provincial People's Council delegates organize meetings with voters and widely disseminate the contents of the Provincial People's Council's resolutions to voters and the people to soon put the resolutions into practice, creating trust and excitement among the people.

...According to the meeting agenda, the Provincial People's Council will organize a vote of confidence for 29 positions elected by the Provincial People's Council; the preparation process has been carried out by the Standing Committee of the Provincial People's Council in accordance with regulations. Delegates are requested to uphold the spirit of responsibility, impartiality, objectivity, and careful assessment of the positions subject to the vote of confidence; as a basis for the Standing Committee of the Provincial Party Committee to consider personnel work according to regulations. After the vote of confidence is completed, the Standing Committee of the Provincial People's Council is requested to promptly complete the documents and procedures to publicize the results of the vote of confidence on the mass media and report to the Standing Committee of the Provincial Party Committee, and at the same time report to the Standing Committee of the National Assembly according to regulations.

At the question and answer session of the session, it is requested that the provincial People's Council delegates and the questioned comrades promote a high sense of responsibility; propose specific and feasible solutions and commit to a time limit for resolution before the People's Council, voters and all the people.

Propose that the Provincial People's Committee, all levels, sectors and localities focus on developing plans to effectively implement the resolutions approved by the Provincial People's Council; strive to successfully carry out the tasks of 2024 and the entire 2020-2025 term.

...With the spirit of democracy, responsibility, discipline, and intelligence, I believe that: The 13th Session of the 15th Provincial People's Council will be a great success, correctly deciding on important issues of our province, contributing to promoting socio-economic development, completing the goals and tasks of 2024 and successfully implementing the Resolution of the 14th Provincial Party Congress and the 5-year Socio-Economic Development Plan, period 2021 - 2026...
