On the morning of July 24 (local time), within the framework of a working trip to Russia and participation in cultural diplomacy activities to celebrate the 75th anniversary of the establishment of diplomatic relations between Vietnam and the Russian Federation, the wife of General Secretary To Lam, Ms. Ngo Phuong Ly, had a meeting and a friendly exchange with Deputy Prime Minister of the Russian Federation Dmitry Nikolayevich Chernyshenko on a number of areas of cooperation between the two countries, especially in the fields of culture and education.
Vietnamese cultural festival coming soon on Red Square
At the meeting, Madam Ngo Phuong Ly respectfully conveyed General Secretary To Lam's regards and thanks to Russian President Vladimir Putin. The Russian Deputy Prime Minister respectfully asked his wife to convey the Russian President's regards to the General Secretary.
Welcoming and expressing his honor to meet Mrs. Ngo Phuong Ly again, the Russian Deputy Prime Minister highly appreciated the results of the visit to Russia by General Secretary To Lam and his wife in May 2025. He affirmed that the Russian side attaches importance to and wishes to realize high-level joint agreements, further promoting the Russia-Vietnam Comprehensive Strategic Partnership.
He said that this visit of the First Lady is to implement the results achieved from the visit of General Secretary To Lam. He was also pleased to announce that Russia will send a delegation to visit Vietnam on the occasion of the 80th anniversary of Vietnam's National Day.

Expressing her joy at returning to the beautiful country of Russia, Madam Ngo Phuong Ly shared her impressions of her visit to Russia with General Secretary To Lam last May, and sincerely thanked the warm and respectful welcome that the Russian side and Deputy Prime Minister Dmitry Nikolayevich Chernyshenko personally gave to the high-ranking Vietnamese delegation.
On this occasion, she also thanked the Government of the Russian Federation for inviting her and her delegation to participate in many meaningful activities in Russia on the occasion of the 75th anniversary of diplomatic relations.
Discussing measures to promote cultural and artistic cooperation and people-to-people exchange between the two countries in the coming time, Madam Ngo Phuong Ly highly appreciated and thanked the Russian side for its support for the Vietnam Cultural Festival to take place on Red Square.
This is an opportunity not only to promote and introduce the unique culture and art of Vietnam to the Russian people but also to people of other countries living in the capital Moscow. Cultural relations are a strong bond, educational relations are a bridge of friendship through many generations, a valuable asset of the two countries and two peoples, which need to be inherited and developed.
The Russian Deputy Prime Minister assessed that the visit of his wife this time contributed to highlighting cooperation in the field of culture and arts between the two countries, contributing to the overall development of bilateral relations. In particular, the Vietnam Cultural Festival in Russia will help Russian people in general and Moscow people in particular understand more about Vietnamese culture.

Affirming Russia's desire to continue cooperation in education and training, he emphasized support for increasing the number of scholarships for Vietnamese students studying culture, basic sciences, and arts.
In addition, the Russian side supports the initiative to open Vietnamese language classes in schools with many Vietnamese students and highly appreciates the diligence, hard work and law-abiding nature of Vietnamese people in Russia.
With the desire to further promote cooperation in the field of education, the Russian side wishes to promote the Russian-Vietnamese High School project in Hanoi and on the basis of the Pushkin Institute in Hanoi, Russia wishes to turn this place into a center for learning Russian in Southeast Asia.
Introducing the Sirius Education Center model of Russia in Sochi to Mrs. Ngo Phuong Ly, the Russian Deputy Prime Minister said that this is not only a place to train basic subjects but also an environment to nurture and develop talents in many fields, including arts such as ballet and painting. He hopes that in the future there will be a school following this model in Hanoi.
Agreeing with the proposals of the Russian Deputy Prime Minister, Mrs. Ngo Phuong Ly hopes that the two sides will continue to coordinate closely and soon bring cooperation projects into reality.
During the working trip to Russia, also on the morning of July 24, Mrs. Ngo Phuong Ly and the working delegation came to offer flowers and commemorate President Ho Chi Minh at the President Ho Chi Minh statue in Moscow.
