At the invitation of Vice Chairman of the National Assembly , Chairman of the Vietnam-Russia Friendship Parliamentarians' Group Nguyen Khac Dinh, First Vice Chairman of the Federation Council of the Russian Federation Parliament, Chairman of the Federation Council's Cooperation Group with Vietnam AV Yatskin led a delegation of the Federation Council to pay a working visit to Vietnam from November 29 to December 5, 2025.
On the afternoon of December 1, 2025, at the National Assembly House, Vice Chairman of the National Assembly Nguyen Khac Dinh chaired talks with First Vice Chairman of the Federation Council Yatskin.
Attending the talks were leaders of the Committees: National Defense, Security and Foreign Affairs; Culture and Society; Law and Justice; Science, Technology and Environment, the National Assembly Office and leaders of the Ministry of Foreign Affairs .
On the Russian side, there were Ambassador Extraordinary and Plenipotentiary of the Russian Federation to Vietnam G. Bezdetko; First Vice Chairman of the Committee on Foreign Affairs; Legislative, Constitutional and State Building, a number of Members of the Federation Council representing localities and representatives of Rosatom Corporation and Zarubezneft Corporation.
Warmly welcoming Mr. AV Yatskin to visit Vietnam again and co-chairing the meeting between the Vietnam-Russia Friendship Parliamentarians' Group and the Cooperation Group with the Vietnamese National Assembly of the Russian Federation Council, Vice Chairman of the National Assembly Nguyen Khac Dinh affirmed that the Party, State and National Assembly of Vietnam always attach importance to developing the Comprehensive Strategic Partnership with the Russian Federation; consider Russia as one of the top priorities of Vietnam's foreign policy; acknowledged the positive results of the Vietnam-Russia Comprehensive Strategic Partnership in recent times, in which bilateral cooperation continues to be strengthened in many fields; assessed that Mr. Yatskin's visit will create new impetus for further deepening the relationship between the two countries in general, cooperation between the legislative bodies and localities of the two countries in particular, as well as between the people of the two countries.
First Vice President of the Federation Council of Russia AV Yatskin expressed his pleasure to visit Vietnam again and meet Vice Chairman of the National Assembly Nguyen Khac Dinh; thanked the Vietnamese side and the leaders of the Vietnamese National Assembly for their warm and thoughtful welcome; said that the Russian side attaches great importance to strengthening cooperative relations with Vietnam, emphasizing that parliamentary cooperation is a very important pillar in the overall bilateral relations, which is of great interest and support to the Russian high-ranking leaders.

On this occasion, First Vice Chairman of the Federation Council of Russia AV Yatskin conveyed condolences and regards from Chairman of the Federation Council of the Federal Assembly of the Russian Federation V. Matvienko to all Vietnamese people and families of victims of the recent natural disasters and floods in Central Vietnam; believing that Vietnam will soon overcome the consequences and people will soon stabilize their lives.
At the talks, the two sides discussed the cooperation situation between the two countries and the two National Assemblies in recent times, a number of international and regional issues of mutual concern; acknowledged the continuous development of cooperation between the two National Assemblies at many levels and in many fields, from coordination at multilateral parliamentary forums to promoting cooperation in the fields of law-making, economics-trade, science-technology, education-training, energy-oil and gas, culture-tourism, exchanges between localities and people of the two countries; the support and promotion through the parliamentary channel has helped the two sides implement many signed cooperation agreements, suggesting new and effective cooperation directions in line with the interests of both countries.
Vice Chairman of the National Assembly Nguyen Khac Dinh and First Vice Chairman of the Federation Council of the Russian Federation AV Yatskin agreed that the signing of the Cooperation Agreement between the National Assembly of Vietnam and the Federation Council of the Russian Federation in September 2024, along with the development of an Action Plan including specific topics and tasks for the period until the end of 2025, has created a framework for promoting comprehensive parliamentary cooperation, which is an important legal-political basis for the two sides to effectively implement cooperation activities with focus and key points.
This meeting of the Vietnam-Russia Friendship Parliamentarians' Group and the Cooperation Group with Vietnam of the Russian Federation Council is a step to implement signed documents, an opportunity for the two sides to discuss and put forward new proposals for the next phase of cooperation; including preparations for high-level contacts between the leaders of the two countries' National Assemblies in the coming time.
In a friendly and open atmosphere, the Vietnam-Russia Friendship Parliamentary Group and the Cooperation Group with Vietnam of the Federation Council of Russia reviewed the implementation of the Cooperation Plan for the period 2024-2025 and discussed extensively on new cooperation orientations for the next period. The two sides agreed to closely coordinate to develop a specific cooperation plan for the activities of the National Assembly and the two Friendship Parliamentary Groups, contributing to supporting the Governments, ministries and branches of the two countries in implementing cooperation plans.
The two sides acknowledged the positive developments and agreed to continue to support localities to enhance exchanges, connections, and expand relations for mutual development on the basis of maximizing the potential, strengths, and needs of both sides.
On the same morning, the delegation visited the Ho Chi Minh Mausoleum and the Ho Chi Minh Memorial, the Vietnam Military History Museum and the Pushkin Institute in Hanoi. Before that, the delegation had a working visit to Can Tho city./.
