US President Donald Trump on July 23 gave a speech on artificial intelligence (AI) and signed AI-related executive orders as he announced the administration's "AI Action Plan" aimed at giving the US a competitive edge with this new technology.
Speaking at an event called “Winning the AI Race” in Washington, attended by senior administration officials and tech leaders, President Trump declared that Washington would do “whatever it takes” to lead the world in AI. He made it clear that from now on, “the United States government will only partner with AI that pursues truth, fairness, and absolute impartiality.”
President Trump also signed three new executive orders aimed at speeding up the approval process for building data centers, promoting the export of AI models abroad, and requiring AI models used by the government to be ideologically neutral and not promote so-called “woke” principles.
AI Action Plan: 90 Policy Actions with 3 Key Pillars
The AI Action Plan will usher in a “new golden age” of human prosperity, economic competitiveness, and national security for the American people, the statement said.
The plan outlines more than 90 federal policy actions around three main pillars: promoting innovation, building America’s AI infrastructure, and leading in international diplomacy and security. The plans are expected to be rolled out by the Trump administration in the coming weeks and months.
Some of the key policies in the plan include promoting the export of US AI to the world through coordination between the Department of Commerce, the Department of State and the private sector to provide complete AI packages – from hardware, models, software to applications and standards – to allied and partner countries.
The administration will also speed up and modernize the permitting process for data centers and semiconductor factories, and launch national programs to boost the workforce of highly skilled workers such as electricians and air conditioning technicians.
Additionally, the plan proposes eliminating federal regulations that are believed to be hindering the development and adoption of AI, while seeking feedback from the private sector to identify barriers that need to be removed.
"The US AI Action Plan outlines a decisive path to strengthen America's leadership in AI," said Michael Kratsios, Director of the White House Office of Science and Technology Policy. "President Trump sees AI as the foundation for American innovation, paving the way for a new era in science, technology, and global influence."
According to President Trump, the new regulations will promote federal standards for AI development to avoid states having different ways of regulating this future industry.
This is Washington's latest effort to expand AI infrastructure and investment in the US, and is also another sign that being ahead in the AI field is a top priority for the current administration.
