During the past term, the communes and towns of Cho Lau, Phan Ri Thanh, Phan Hoa and the old Phan Hiep (now the new Bac Binh commune) have shown great determination in promoting administrative reform associated with digital transformation. In particular, the communes have focused on propaganda to raise awareness among cadres, civil servants, people and businesses about the application of information technology, digital transformation in state management activities and improving the quality of administrative reform in the commune in the new development stage.

Along with that, the information infrastructure of agencies and departments is fully equipped, with internal network and internet connection. At the same time, the commune has also vigorously implemented Project 06/CP such as: activating electronic identification accounts reaching 95%; synchronizing civil status, labor, social insurance databases... on the basis of population database. Building a professional, modern government, exploiting digital transformation achievements to promote economic growth, develop production, improve people's lives, focusing on the attitude of serving the people.
In particular, after implementing the 2-level local government model, the Public Administration Service Center (PPA) of Bac Binh commune determined that it must truly innovate with the consistent goal of "being close to the people, serving the people". In particular, it focuses on innovating working methods and styles, being open and friendly to improve the quality of administrative procedure settlement, creating satisfaction for people and businesses. Accordingly, the PPA Center of Bac Binh commune has invested in spacious facilities and modern equipment to facilitate people to submit documents to settle administrative procedures.
Along with that, the commune has arranged a team of cadres, civil servants, public employees, and workers working here with professional qualifications and skills, basically meeting the tasks. As a new commune with a high population density (more than 51,300 people), but with careful and thoughtful preparation of conditions, the reception and settlement of administrative procedures for people initially took place quite smoothly.
Ms. Kim Thi Hong Nga - a citizen who came to do administrative procedures shared: “When I came to do the elderly policy procedures, due to my old age, poor eyesight and lack of knowledge of information technology, I was enthusiastically supported by the officials, union members and youth here in submitting my application online. Thanks to that, my procedures were quickly resolved. I am very happy and satisfied with this new operating model, not only is the procedure resolved quickly for the people, but the officials are also cheerful, friendly and approachable.”
To improve the quality and effectiveness of administrative reform associated with digital transformation, in the 2025 - 2030 term, Bac Binh commune will effectively implement Project 06/CP to build a professional and modern government; exploit the achievements of digital transformation to promote economic growth, develop production, and improve people's lives.
Along with that, arrange and consolidate the state apparatus to be streamlined, operate effectively and efficiently. Strengthen state management of inspection, citizen reception, and settlement of complaints and denunciations in accordance with regulations, and prevent the emergence of "hot spots" of complaints and denunciations...
