On the morning of November 8, Prime Minister Pham Minh Chinh chaired the Government's regular online meeting for October 2025. The meeting assessed the socio -economic development situation in October and the first 10 months of 2025; the allocation and disbursement of public investment capital; the implementation of national target programs and many other important issues.

According to the Government's assessment, over the past 10 months, in the context of many difficulties, thanks to the efforts of the entire political system, the entire people and the entire army, the socio-economic situation has developed positively.
The average consumer price index (CPI) for the first 10 months increased by 3.27%. State budget revenue reached 2.1 quadrillion VND, exceeding the estimate by 9.1% and increasing by 28.5% over the same period. Total import-export turnover for the first 10 months reached over 762 billion USD, increasing by 17.4%.

The development investment sector achieved positive results. In 10 months, the disbursement of public investment capital nationwide reached 491 trillion VND, reaching 54.4% of the plan, an increase of 145 trillion VND over the same period. Total registered FDI capital reached over 31.5 billion USD, an increase of 15.6% over the same period.
The two-level local government operates smoothly. Administrative procedure reform is promoted. Many long-standing projects are actively handled, with initial results.

However, in the past 10 months, production and business activities in some areas have been difficult, especially for small and medium enterprises. The number of enterprises ceasing operations is still large.
Institutions and laws in some areas are still entangled. Decentralization, delegation of power, and reduction of administrative procedures are not yet thorough. The process of arranging and streamlining the apparatus and organization of two-level local governments is sometimes confusing and not synchronized.
At the meeting, delegates focused on discussing and giving opinions on many important issues such as: stabilizing the macro economy, controlling inflation, promoting growth, ensuring major economic balances and overcoming the consequences of natural disasters and floods.

Many localities have proposed a number of solutions to boost socio-economic development in the last months of the year, such as: Removing difficulties in procedures to speed up expressway projects; focusing on handling documents and smooth administrative procedures...
Concluding the meeting, Prime Minister Pham Minh Chinh acknowledged and commended all levels, sectors and localities for their efforts to overcome difficulties and challenges, achieving important results in most areas. If this momentum can be maintained, the country will achieve economic growth of over 8% in 2025.
The Prime Minister emphasized that through practical reports, it has been shown that localities with high public investment disbursement rates also achieve high GRDP growth and vice versa. From this practice, the Government requires ministries, branches and localities to closely follow and grasp the situation, and respond proactively, promptly and flexibly with policies.
Each unit must have high determination, great effort, and decisive action in all assigned tasks. Do each job thoroughly, dare to think, dare to do, and dare to take responsibility.

Ministries, sectors and localities must strive to disburse 100% of the public investment capital plan. All cumbersome administrative procedures must be cut. Units must strongly attract FDI, especially capital for implementation, and strongly promote private investment.

The head of the Government further emphasized that localities need to promote decentralization and delegation of power along with resource allocation, and strengthen inspection and supervision. All must seriously rectify discipline and order, promote a sense of responsibility, and not shirk or avoid responsibility.
The Prime Minister requested ministries, branches and localities to continue implementing monetary policy in a proactive, flexible, timely and effective manner. All levels and units must coordinate closely, smoothly and synchronously to put the policy into practice.
