Prime Minister chairs October online Government meeting with localities

On the morning of November 8, Prime Minister Pham Minh Chinh chaired the regular Government meeting for October 2025 online with localities.

According to the meeting agenda, the Government focused on discussing the socio-economic situation, disbursement of public investment capital, implementation of national target programs in October and 10 months; direction and administration of the Government and the Prime Minister; operation of local governments at two levels; key tasks and solutions for the remaining time of 2025.

Speaking at the conference, Prime Minister Pham Minh Chinh assessed that in October, the world situation continued to change rapidly and complicatedly, with many difficulties and major challenges; notably, the US's reciprocal tax policy contained many uncertainties and risks; many countries and regions continued to reduce operating interest rates to support growth; risks in global financial and monetary markets increased; strategic competition and conflicts in some places continued to develop complicatedly; natural disasters, storms and floods were unpredictable...

In a difficult context, thanks to the efforts of the entire political system, the entire people and the entire army under the leadership of the Party, directly and regularly led by the Politburo and the Secretariat, headed by General Secretary To Lam, the socio-economic situation continues to trend positively, with each month better than the previous month, and 10 months better than the same period in 2024 in most areas.

Notably, the macro economy is stable, inflation is controlled, growth is promoted, and major balances are ensured. Cultural and social fields are focused on; social security is guaranteed; people's lives are improved; natural disasters, storms and floods are continuous but no one suffers from hunger, cold, lack of food or clothing. Politics and society are stable; national defense and security are consolidated and enhanced; foreign affairs and international integration are promoted.

The Prime Minister requested delegates to focus on discussing and giving specific opinions on the direction and administration of the Government, the Prime Minister, Ministers, heads of sectors, and leaders of localities; evaluate the outstanding results of the socio-economic situation in October and the first 10 months; analyze objective and subjective causes, draw lessons; forecast and analyze new points in the context of the situation in the coming time; identify key tasks and solutions in the coming time in each specific field, especially stabilizing the macro-economy, controlling inflation, promoting growth, effectively implementing the Resolutions of the Politburo, smoothly operating local governments at 2 levels...

Regarding the fields of culture, society, national defense, security, and foreign affairs, the Prime Minister noted the need to propose tasks and solutions for the coming time, especially building social housing; preventing, combating, and overcoming the consequences of natural disasters; and starting the construction of inter-level schools in land border communes...

The Prime Minister also asked delegates to discuss the implementation of key projects and tasks submitted to the Central Executive Committee, the Politburo, the Secretariat and the 10th Session of the 15th National Assembly; institutional bottlenecks need to continue to be resolved with innovative thinking, urgent approaches, and the spirit of "3 no's": no perfectionism, no haste, no missed opportunities, to turn the legal system from a bottleneck into a competitive advantage.
