The last two months of 2025 are the time to combine efforts and accelerate the implementation of tasks.

Immediately resolve development "bottlenecks"

According to Provincial Party Committee member and Director of the Department of Finance Truong Thi Huong Binh: In 2025, to achieve the double-digit growth target, Dong Nai province has identified 128 tasks to focus on. To date, 65 tasks have been completed and 63 tasks are being carried out. In the first 9 months of 2025, the province's economic growth reached 8.86%, closely following the set scenario. Some important tasks achieved good results such as budget revenue reaching over 75 trillion VND, attracting domestic investment reaching over 145 trillion VND, attracting foreign investment (FDI) reaching over 2.5 billion USD. Along with that, key projects and works were accelerated.

Speaking at the conference, Comrade Vu Hong Van, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, assessed: In the first 9 months of 2025, with the solidarity and efforts of the entire Party Committee, government and people in the province, the socio-economic development situation has achieved many positive results. The economic growth rate is estimated at 8.86% over the same period, a higher increase than the Government's assigned level. Key areas have all changed, industrial production index, retail index, state budget revenue, FDI disbursement... achieved high results.

However, in addition to the achieved results, some tasks are still being implemented slowly and have not met requirements such as: disbursement of public investment capital is still low; planning work is still slow, not meeting development requirements; 4 urban development projects in Bien Hoa, Long Thanh, Nhon Trach, Trang Bom have not yet been approved; progress in planning industrial parks is still slow.

Along with that, the slow progress of land use rights auctions directly affects the revenue for development investment. The progress of key industrial projects is still stuck, industrial zones cannot start construction yet. Nhon Trach 3 and 4 Thermal Power Plants, which are the major growth drivers of the industry, cannot yet be put into commercial operation as planned.

“We must thoroughly grasp the spirit of “three focuses - three publicities - one measure” of General Secretary To Lam, and at the same time implement the motto of “6 clear” - “clear people, clear work, clear time, clear responsibility, clear products, clear authority”.

Emphasizing that the workload from now until the end of the year is very large and decisive, at the conference, the Standing Committee of the Provincial Party Committee asked delegates to promote responsibility, discuss frankly and focus on breakthrough solutions, specifically to immediately resolve bottlenecks.

Total power and acceleration time

According to Chairman of the Provincial People's Committee Vo Tan Duc: To complete the growth target of 10% in 2025, in the fourth quarter of 2025, Dong Nai province must achieve a minimum growth rate of 12.8%.

“This is a very challenging task, requiring the total effort and highest determination of the entire political system. The last two months of 2025 are the time to make full efforts and accelerate the implementation of tasks. Agencies, units and localities focus on implementing the remaining 63 tasks” - Chairman of the Provincial People's Committee Vo Tan Duc emphasized.

In particular, Chairman of the Provincial People's Committee Vo Tan Duc requested units and localities to tighten discipline and resolutely disburse public investment capital. Strictly manage, prevent revenue loss, and exploit revenue sources to achieve the budget revenue target of 100 trillion VND. Along with that, strengthen planning management and attract high-quality investment; ensure social security and administrative discipline.

"Must complete the disbursement of more than 8.3 trillion VND of the remaining public investment capital to achieve the disbursement rate of 100% of the planned capital assigned by the Prime Minister" - Chairman of the Provincial People's Committee Vo Tan Duc requested.

Dinh Tien Hai, Deputy Director in charge of the Provincial Construction Investment Project Management Board, said: In 2025, the unit was assigned a planned public investment capital of more than 7.5 trillion VND. Of which, the additional capital allocated for site clearance of the North-South Expressway Project, West section, Gia Nghia - Chon Thanh, is 2.5 trillion VND. Currently, the Provincial Construction Investment Project Management Board has disbursed nearly 3.1 trillion VND in public investment capital.

“There is not much time left, the amount of capital that needs to be disbursed is quite large, while the weather situation in recent times has had many difficult developments. However, with the awareness of having to speed up the progress and complete the public investment disbursement plan, because this is not only a task but also a solution to contribute to promoting economic and social development, the Provincial Construction Investment Project Management Board will strive to complete the task of disbursing public investment capital in 2025” - Mr. Dinh Tien Hai said.

As a locality with many key projects under construction, Member of the Provincial Standing Committee, Party Secretary, Chairman of the People's Council of Tran Bien Ward Ho Van Nam said: Tran Bien Ward is making efforts to coordinate and speed up the site clearance work to serve the construction of projects. In particular, the ward aims to hand over the entire site of the Central Axis Road Project by the end of November 2025 and the Cai River Road Project in December 2025.

Regarding planning, Director of the Department of Construction Nguyen Anh Tuan said: The Department of Construction will urgently complete the master plan of dynamic urban areas including: Long Thanh International Airport urban area and Nhon Trach, Bien Hoa, Trang Bom urban areas. Along with that, priority will be given to completing the approval of master plans for 25% of communes and wards with key socio-economic scale and communes in the area surrounding Long Thanh Airport.
