Vingroup Corporation (stock code: VIC) has just sent a document proposing a policy to support Hanoi residents in converting gasoline vehicles to electric vehicles to the Secretary of the Hanoi Party Committee and the Chairman of the Hanoi People's Committee.

The group reiterated the context that on July 12, the Prime Minister signed and issued Directive 20/2025 on a number of urgent and drastic tasks to prevent and resolve environmental pollution. The Hanoi People's Committee needs to implement solutions and measures for organizations and individuals to change their means of transport.

The roadmap to July 1, 2026 is that there will be no motorbikes or scooters using fossil fuels circulating in Ring Road 1. From January 1, 2028, there will be no motorbikes or scooters, and restrictions on personal cars using fossil fuels circulating in Ring Road 1 and Ring Road 2. From 2030, the implementation will continue to be expanded to Ring Road 3.

This enterprise said that together with partners and companies in the ecosystem, it is ready to accompany Hanoi City to support people in switching to using environmentally friendly vehicles. Vingroup proposed to implement 6 policies that will be officially applied from July 24 until further notice, not applied at the same time as the policy For a Green Capital.

One is to cooperate with major partner banks such as VPBank, Techcombank, BIDV ... to provide installment loan packages with preferential interest rates for customers buying VinFast electric cars and registering Hanoi license plates. For cases of buying cars for personal needs, customers are supported with 3% interest rate/year, support period of 3 years. For cases of buying cars for business on the Green SM Platform, customers are supported with 4% interest rate/year, lasting for 3 years.

The second is to cooperate with financial companies Shinhan Finance and Lotte Finance to provide a solution to immediately own a VinFast electric motorbike from only 0 VND of counterpart capital for people with permanent or temporary residence in the capital.

Third is to support 100% of registration fees for customers with permanent or temporary residence in Hanoi who buy VinFast electric motorbikes from July 24 to October 24.

Fourth, GSM Company commits to a fixed revenue sharing rate of 90% within 3 years for all drivers who buy VinFast cars and electric motorbikes and register to operate on the Green SM Platform from August 1.

Fifth, free battery charging at V-Green public charging stations until May 31, 2027 for all customers owning VinFast electric motorbikes.

On Friday, companies in the Vingroup ecosystem, in collaboration with dealer partners, will organize a gasoline car collection program to help people easily switch from gasoline cars to electric cars. The program will start from July 29.
