Democratic discussion, quality contribution of ideas for a successful meeting (*)

...Today, the People's Council of Dien Bien province solemnly opened the 13th session, the regular session at the end of 2023. On behalf of the Standing Committee of the Provincial People's Council, I warmly welcome the leaders of the Provincial Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee of the province, National Assembly deputies, Provincial People's Council deputies, department-level leaders of the Central Party Committees, representatives of departments, branches, sectors, mass organizations of the province, districts, towns and cities to attend the session. I respectfully send to the delegates, voters and people of all ethnic groups in the province my best wishes for health and happiness; and wish the session a great success.

...In 2023, the world context continues to have many rapid, complex and unpredictable changes. The whole country in general and our province in particular face many difficulties and challenges. However, under the close and drastic leadership of the Provincial Party Committee, the efforts and determination of the entire political system, people and businesses in the province, the province's socio-economy continues to achieve many good results: GRDP growth rate in 2023 is estimated at 7.10%, higher than the national average. Mobilizing total social investment capital increased by 14.36%; the fields of culture, society, national defense, security and foreign affairs achieved important results; poverty reduction and implementation of social security policies have made much progress; people's lives continue to improve; the results achieved have created an exciting atmosphere among the people. However, besides the achieved results, there are still shortcomings and limitations: many key targets did not meet the plan.

At this session, the Provincial People's Council will review, discuss and decide on many important contents on: The implementation of the socio -economic development plan, ensuring national defense and security in 2023; goals, tasks, solutions for socio-economic development, ensuring national defense and security in 2024...; review reports on monitoring the settlement of voters' opinions and recommendations, work reports of the Standing Committee of the Provincial People's Council, Provincial People's Council Committees, Provincial People's Committee, People's Court, People's Procuracy, Provincial Civil Judgment Enforcement Department and other specialized reports according to the provisions of law; listen to the Provincial Vietnam Fatherland Front Committee report on the activities of the Fatherland Front participating in government building, synthesizing opinions and recommendations of voters and people; make proposals and recommendations to the Provincial People's Council and Provincial People's Committee; listen to the leader of the Provincial National Assembly Delegation announce the results of the 6th session of the 15th National Assembly.

The Provincial People's Council will focus on discussing, reviewing and deciding to pass many important resolutions affecting the province, especially the Dien Bien Provincial Planning for the period 2021 - 2030, with a vision to 2050. The Provincial People's Council will organize questions and answers for leaders and members of the Provincial People's Committee, leaders of the People's Court, People's Procuracy...

Also at this session, the Provincial People's Council will conduct a vote of confidence for the positions elected by the Provincial People's Council. This is an important supervision content, demonstrating the Provincial People's Council's recognition and evaluation of the efforts, attempts and work results from the beginning of the term to the present of those who are voted for confidence; helping those who are voted for confidence see their level of confidence to strive and practice; is the basis for competent agencies and organizations to consider planning, training, fostering, arranging and using cadres; contributing to improving the effectiveness and efficiency of the state apparatus. Based on the report of those who are voted for confidence sent to each Provincial People's Council delegate, listening to the opinions of voters, from their monitoring and supervision practices, it is recommended that Provincial People's Council delegates promote the highest sense of responsibility, evaluate impartially, objectively and accurately in recording the vote of confidence for each position elected by the Provincial People's Council.

...With the spirit of continuous innovation, improving the quality and efficiency of operations; with a large amount of work, many important contents to be considered and decided within 2.5 days, on behalf of the Standing Committee of the Provincial People's Council, I request the Provincial People's Council delegates to uphold the spirit of responsibility, promote intelligence, democratic discussion, contribute many quality opinions, clear resolutions, contributing to the success of the session. I request the Provincial People's Committee, heads of departments, branches and sectors of the province to determine responsibilities, receive, research, explain and clarify issues that the Provincial People's Council delegates are interested in, discuss and question at the session, meeting the expectations and trust of voters and people in the province...
