Democratic discussion, quality contribution for successful meeting (*)

...Today, the People's Council of Dien Bien province solemnly opened the 13th Session, the regular session at the end of 2023. On behalf of the Standing Committee of the Provincial People's Council, I warmly welcome the leaders of the Provincial Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee of the province, National Assembly deputies, Provincial People's Council deputies, leaders of departments and Central Party Committees, representatives of departments, branches, sectors, provincial unions, districts, towns and cities to attend the session. I respectfully send to the delegates, voters and people of all ethnic groups in the province my best wishes for health and happiness; wishing the session a great success.

...In 2023, the world context continues to have many rapid, complex and unpredictable changes. The whole country in general and our province in particular face many difficulties and challenges. However, under the close and drastic leadership of the Provincial Party Committee, the efforts and determination of the entire political system, the people and businesses in the province, the socio-economy of the province continues to achieve many good results: The GRDP growth rate in 2023 is estimated at 7.10%, higher than the national average. Mobilizing total social investment capital increased by 14.36%; the fields of culture, society, national defense, security and foreign affairs achieved important results; poverty reduction and implementation of social security policies have made much progress; people's lives continue to improve; the achieved results have created an exciting atmosphere among the people. However, besides the achieved results, there are still shortcomings and limitations: many key indicators did not meet the plan.

At this session, the Provincial People's Council will consider, discuss and decide on many important contents on: The implementation of the socio -economic development plan, ensuring national defense and security in 2023; goals, tasks, solutions for socio-economic development, ensuring national defense and security in 2024...; consider reports on monitoring the settlement of voters' opinions and recommendations, work reports of the Standing Committee of the Provincial People's Council, Provincial People's Council Committees, Provincial People's Committee, People's Court, People's Procuracy, Provincial Civil Judgment Enforcement Agency and other thematic reports according to the provisions of law; listen to the Provincial Vietnam Fatherland Front Committee report on the activities of the Fatherland Front participating in government building, synthesizing voters' and people's opinions and recommendations; propose and recommend to the Provincial People's Council and Provincial People's Committee; listen to the leader of the Provincial National Assembly Delegation report on the results of the 6th session of the 15th National Assembly.

The Provincial People's Council will focus on discussing, reviewing and deciding to pass many important resolutions affecting the province, especially the Dien Bien Provincial Planning for the period 2021 - 2030, with a vision to 2050. The Provincial People's Council will organize questions and answers for leaders and members of the Provincial People's Committee, leaders of the People's Court, People's Procuracy...

Also at this session, the Provincial People's Council will conduct a vote of confidence for the positions elected by the Provincial People's Council. This is an important monitoring content, demonstrating the Provincial People's Council's recognition and evaluation of the efforts, attempts and work results since the beginning of the term of those who are voted for confidence; helping those who are voted for confidence see their level of confidence to strive and practice; is the basis for competent agencies and organizations to consider planning, training, fostering, arranging and using cadres; contributing to improving the effectiveness and efficiency of the state apparatus. Based on the report of those who are voted for confidence sent to each delegate of the Provincial People's Council, listening to the opinions of voters, from their own monitoring and supervision practices, it is recommended that the delegates of the Provincial People's Council promote the highest sense of responsibility, evaluate impartially, objectively and accurately in recording the vote of confidence for each position elected by the Provincial People's Council.

...With the spirit of continuous innovation, improving the quality and efficiency of operations; with a large amount of work, many important contents to be considered and decided within 2.5 days, on behalf of the Standing Committee of the Provincial People's Council, I request the Provincial People's Council delegates to uphold their sense of responsibility, promote their intelligence, democratically discuss, contribute many quality opinions, make wise decisions, and contribute to the success of the session. I request the Provincial People's Committee, heads of provincial departments, branches and sectors to determine their responsibilities, accept, study, explain and clarify the issues that the Provincial People's Council delegates are interested in, discuss and question at the session, to meet the expectations and trust of voters and people in the province...
