Continuing the working program, on the afternoon of October 5, Deputy Prime Minister Tran Hong Ha and the working delegation inspected the Thac Ba Hydropower Plant; at the same time, worked with the province on the work of overcoming the damage caused by storm No. 10 and the local response plan for storm No. 11.

The working delegation included leaders from: Government Office ; Ministry of National Defense; Ministry of Agriculture and Environment; Ministry of Industry and Trade and related components.

At the meeting, the leaders of Thac Ba Hydropower Joint Stock Company reported the results of the response to storm No. 10 and storm No. 11. Accordingly, the Steering Committee for Natural Disaster Prevention, Control and Search and Rescue, Thac Ba Hydropower Joint Stock Company has a plan to respond to storm No. 11 and assigned tasks to members and units in the company to implement.

Actively operate the water discharge regulation through the spillway to lower the reservoir water level and increase the flood capacity. At the same time, the company has increased the discharge flow to gradually bring the water level below the elevation of 57.0 m, specifically: increase the discharge flow from 5:00 p.m. on October 4, 2025; number of discharge gates: 2 surface discharge gates; discharge flow through the spillway: 1,378 m ³ /s; flow through the generator: 290 m ³ /s; total flow downstream: 1,677 m ³ /s. At present, the reservoir water level is at elevation 57.02 m (at 11:00 a.m. on October 5, 2025 and continues to decrease).

Speaking at the working session, Deputy Prime Minister Tran Hong Ha highly appreciated the work of preventing, responding to, and overcoming the consequences of natural disasters in Lao Cai province.

Deputy Prime Minister Tran Hong Ha suggested that the province continue to promote the role of the grassroots political system, mobilize people, and work with armed forces to promptly overcome consequences and proactively respond to situations that may arise during the upcoming storm No. 11.

Carry out well the work of forecasting, preventing and combating natural disasters; take measures to strengthen the infrastructure and material conditions for forces supporting the prevention, combat and overcoming the consequences of natural disasters; ensure logistics, living and accommodation conditions for forces and people; have specific forecast and response scenarios to help reduce the complexity of the situation.

Early deployment of resources from the State, enterprises, and sponsors to support the people; develop plans to build landslide prevention and control points; promptly monitor and regulate the work of preventing, combating, and responding to natural disasters in localities in the province; direct the flood discharge operation of Thac Ba Hydropower Joint Stock Company to ensure safety for downstream; soon have a backup plan in case of spillway failure.

The Deputy Prime Minister also requested Thac Ba Hydropower Joint Stock Company to soon have a technical plan to build a dam to prevent flood discharge.

On this occasion, the Deputy Prime Minister also sent his condolences to the families of the victims and shared the difficulties and property losses of the people of Lao Cai province.
