Vice Chairman of Hue City People's Committee Hoang Hai Minh reported the situation at the meeting.

The meeting was attended by leaders of ministries, departments, central agencies and provinces and cities from Ha Tinh to Khanh Hoa. The meeting was held in a combination of in-person and online meetings with localities in the areas forecast to be affected by the storm.

According to information from the authorities, storm No. 13 has entered the East Sea, is a very strong storm, moving quickly, and is expected to make landfall between 7 p.m. and 9 p.m. on November 6. Authorities recommend that units and localities in the storm-affected area strictly follow the Prime Minister 's instructions in response work.

Timely notify ship owners and vehicles at sea to understand the storm's developments and move to safe shelters; ban sea travel early from November 5; review and evacuate people in coastal areas and areas at risk of landslides and deep flooding; brace houses and reinforce important structures; regulate and release water from reservoirs to ensure capacity to receive heavy rains; limit people from going out when the storm makes landfall, and arrange forces on duty to ensure people's safety.

Reporting at the meeting, Vice Chairman of Hue City People's Committee Hoang Hai Minh informed: Currently, the amount of rainfall in Hue City has decreased, reservoirs are being regulated appropriately to welcome the upcoming heavy rain. The entire city has 18/32 communes and wards still partially flooded, however, traffic is basically smooth, electricity has been restored, students in highland areas have returned to school. The city is maintaining a 24/24 duty force, proactively providing relief and support to people in deep flooded areas, and at the same time fully preparing supplies and essential goods in reserve.

After listening to reports on the flood situation and storm response work of a number of localities and relevant ministries and branches, Deputy Prime Minister Tran Hong Ha emphasized: Storm No. 13 has developed very unusually, localities have just suffered heavy damage from previous floods, many places have not yet overcome landslides and flooding.

Therefore, it is necessary to activate a higher emergency situation, not to be subjective. The Ministry of Agriculture and Environment provides detailed forecast information, updated regularly, helping localities and people understand the situation clearly to proactively respond effectively.

The Deputy Prime Minister also noted that localities in the storm-affected areas must review and update specific response plans immediately after this meeting; 100% of ships at sea must safely reach shore before 7 p.m. on November 6; and complete the evacuation of people in mountainous and coastal areas before 7 p.m. on November 6.

Military Region 4 and Military Region 5 will closely coordinate with localities to develop scenarios, arrange forces and means to be ready to respond when bad situations occur. The Central Steering Committee will establish inspection teams to inspect response preparations in localities in the storm's eye, especially ensuring food, drinking water, medicine and rescue vehicles.

Continue to support necessities for households still deeply flooded

The Deputy Prime Minister requested to reassess the safety of dams and reservoirs, review the communication system, especially in mountainous and remote areas; mobilize vehicles for rescue and relief, and ensure smooth traffic in all situations. At the same time, ministries, branches, and localities need to promptly calculate plans to support people after the flood with food, disinfectants, and infrastructure restoration.

Immediately after the meeting, Vice Chairman of Hue City People's Committee Hoang Hai Minh directed units and localities to proactively deploy scenarios to respond to storm No. 13; maintain continuous alert and warning, especially warning of strong winds in highlands. Requested network operators to ensure smooth communication, considering this as the "backbone" factor in command and control.

  The Department of Construction inspected and reinforced infrastructure systems, antenna poles, and broadcasting towers, ensuring safe traffic, electricity, and water. The Military Command and the City Police continued to provide food and necessities to households still deeply flooded, and coordinated to ensure security, order, and traffic safety during the rainy and stormy season.

Vice Chairman of the City People's Committee Hoang Hai Minh also requested the media agencies of Hue City to update comprehensive, accurate and timely information to avoid causing public panic. At the same time, strengthen propaganda to raise people's awareness in maintaining environmental hygiene, not littering on the streets during floods, and coordinate with functional forces to clear sewers and ensure drainage.

With the spirit of "not being subjective, not being surprised", Hue City is urgently completing a response plan for storm No. 13, determined to ensure the safety of people's lives and property, and minimize damage when the storm makes landfall.
