Vice Chairman of Hue City People's Committee Hoang Hai Minh reported on the situation at the meeting.

The meeting was attended by leaders from central ministries, departments, and agencies, as well as provinces and cities from Ha Tinh to Khanh Hoa. The meeting was held in a hybrid format, combining in-person and online participation with localities in the areas predicted to be affected by the storm.

At the Hue City venue, Hoang Hai Minh, Standing Member of the City Party Committee, Vice Chairman of the Hue City People's Committee, and Deputy Head of the Standing Committee of the Hue City Civil Defense Command, presided over the meeting.

According to information from relevant authorities, Typhoon No. 13 has entered the East Sea. It is a very strong typhoon, moving rapidly, and is expected to make landfall between 7 PM and 9 PM on November 6th. Authorities advise units and localities in the affected areas to strictly implement the Prime Minister 's directives on response efforts.

Timely notification to ship owners and vessels at sea regarding the storm's developments, urging them to move to safe shelters; early prohibition of sea travel from November 5th; reviewing and relocating residents in coastal areas and areas at risk of landslides and deep flooding; reinforcing houses and strengthening key infrastructure; regulating and releasing water from reservoirs to ensure sufficient capacity to handle heavy rainfall; restricting people from going out when the storm makes landfall, and deploying forces to ensure people's safety.

Reporting at the meeting, Vice Chairman of the Hue City People's Committee Hoang Hai Minh informed: Currently, rainfall in Hue City has decreased, and reservoirs are being regulated appropriately to prepare for the upcoming heavy rain. Eighteen out of 32 communes and wards in the city are still experiencing localized flooding; however, traffic is generally flowing smoothly, electricity has been restored, and students in mountainous areas have returned to school. The city is maintaining a 24/7 emergency response force, proactively providing relief and support to people in deeply flooded areas, and preparing sufficient supplies and essential goods in reserve.

After hearing reports on the flood situation and storm response efforts from several localities and relevant ministries and agencies, Deputy Prime Minister Tran Hong Ha emphasized: Typhoon No. 13 is developing very unusually, and localities have just suffered heavy damage from previous floods, with many areas still not having fully recovered from landslides and flooding.

Therefore, a higher level of emergency needs to be activated; complacency must be avoided. The Ministry of Agriculture and Environment provides detailed and regularly updated forecast information, helping localities and people understand the situation so they can proactively respond effectively.

The Deputy Prime Minister also noted that localities in the storm-affected areas must review and update specific response plans immediately after this meeting; 100% of ships at sea must return to shore safely before 7 PM on November 6th; and the evacuation of people in mountainous and coastal areas must be completed before 7 PM on November 6th.

The forces of Military Regions 4 and 5 are coordinating closely with local authorities to develop scenarios and deploy forces and resources ready to respond in case of adverse situations. The Central Steering Committee will establish inspection teams to check preparedness in localities within the storm's epicenter, especially regarding the provision of food, water, medicine, and rescue equipment.

Continue providing essential supplies to households still deeply affected by flooding.

The Deputy Prime Minister requested a reassessment of dam safety, a review of the communication system, especially in mountainous and remote areas; and the mobilization of resources for rescue and relief operations, ensuring smooth traffic flow in all situations. At the same time, ministries, sectors, and localities need to quickly develop plans to support people after the floods with food, disinfectants, and infrastructure restoration.

Immediately after the meeting, Vice Chairman of the Hue City People's Committee Hoang Hai Minh directed units and localities to proactively implement response plans for Typhoon No. 13; maintain a continuous on-call and warning system, especially warnings about strong winds in mountainous areas. He requested telecommunications providers to ensure uninterrupted communication, considering this a "backbone" element in management and direction.

  The Department of Construction inspected and reinforced infrastructure systems, antenna poles, and transmission towers to ensure safe traffic, electricity, and water supply. The City Military Command and Police continued to provide food and essential supplies to households still deeply flooded, coordinating to ensure security, order, and traffic safety during the rainy season.

Vice Chairman of the Hue City People's Committee, Hoang Hai Minh, also requested that media outlets in Hue City update information comprehensively, accurately, and promptly to avoid causing public panic. At the same time, he urged increased public awareness campaigns on maintaining environmental hygiene, preventing littering during floods, and coordinating with functional forces to clear drainage systems and ensure proper water flow.

With the spirit of "not being complacent and not being caught off guard," Hue City is urgently finalizing its response plan for Typhoon No. 13, determined to ensure the safety of people's lives and property, and minimize damage when the typhoon makes landfall.
