Da Nang City Party Committee directs proactive implementation of work to prevent and combat storm Kalmaegi

According to the forecast of the National Center for Hydro-Meteorological Forecasting, currently, the storm with the international name Kalmaegi is preparing to enter the East Sea with strong intensity and has a tendency to strengthen. Da Nang city is forecast to be in the direct impact range of the storm.

Faced with the complicated and unpredictable developments of storm Kalmaegi, especially during the period when the city is focusing on overcoming the consequences of the recent rain and flood, to proactively prevent and avoid damage caused by storms and bad weather developments, the Standing Committee of the City Party Committee requests Party committees, Party organizations, local authorities and units to: Strengthen leadership and direction to seriously, resolutely, promptly and effectively implement the directions of the Central Government and the city on the work of preventing, responding to and overcoming the consequences of natural disasters, especially the directives of the Standing Committee of the City Party Committee.

Regularly raise vigilance, do not be subjective or negligent, absolutely ensure the safety of people's lives and property, minimize damage caused by natural disasters; assign, decentralize, and clearly define responsibilities, especially for leaders.

Localities that have recently suffered damage and localities at risk of damage due to heavy rains, storms, floods, and landslides should urgently review and identify areas at risk of insecurity (landslides, flash floods, inundation, etc.) to have timely response plans, evacuate people, and limit people from being isolated and not having access to food, drinking water, medicine, and necessities.

Localities closely monitor forecasts, warnings of natural disasters, storms, rains, floods and promptly inform people about natural disasters to proactively respond; promote information, propaganda, guidance and warnings on media, communication and social networks, especially about the dangers of subjective behaviors in natural disasters, to minimize human losses.

Continue to effectively implement scenarios and plans for natural disaster prevention and mitigation with the motto "4 on-site"; in which, pay attention to experiences in responding to recent rains and floods, especially mobilizing resources and means, ensuring adequate supply of food, drinking water, medicine, necessities... to support people in isolated areas, not letting people suffer from hunger and cold...

The City Party Committee directed the City People's Committee to safely operate hydroelectric and irrigation reservoirs before, during and after the storm, ensuring the regulation function, avoiding the situation of flood on flood, and preparing response plans for scenarios of heavy and prolonged rain after the storm.

Urgently handle landslide-affected traffic routes; prioritize routes serving rescue forces and transporting essential goods; arrange warning signs and barriers on landslide-affected routes; resolutely prohibit people from traveling in flooded, landslide-prone areas when it is not safe to avoid accidents.

The City Military Party Committee and the City Police Party Committee directed their subordinate functional forces (border guards, waterway police, etc.) to promptly notify owners of vehicles and boats operating at sea of the location, direction of movement and developments of the storm to proactively avoid it; calling on boats to urgently come ashore or find safe shelter.

Instruct fishermen to implement solutions and measures, arrange permanent forces for fire prevention and fighting when anchoring boats to avoid storms at planned harbors and anchoring points, to prevent fires and explosions; ensure security, order and safety of State and people's property.

Proactively organize and deploy forces and means to be ready to support localities in responding to and overcoming the consequences of storms, rains, and floods, especially in hard-to-reach areas.

The members of the City Party Executive Committee in charge of the area regularly grasp the situation, directly inspect, direct, encourage, promptly handle difficulties, problems and arising situations; promptly report to the Standing Committee of the City Party Committee (through the City Party Committee Office) for monitoring and direction.
