Chairman of Bac Ninh Provincial People's Committee directed to speed up the progress of the New Urban Area, Tourism, Ecology, Culture, Resort, and Entertainment Project.

BAC NINH - In documents No. 3519/UBND-KTN and 3520/UBND-KTN, the Chairman of the People's Committee of Bac Ninh province directed to accelerate the progress of the Investment Project to build a new urban area, tourism, ecology, culture, resort, entertainment in Tu Son city and the old Tien Du district (Sub-area 112.3 and Sub-area 112.1).

The Chairman of the Provincial People's Committee requested the People's Committee of Tien Du commune and Tam Son ward to focus on directing and mobilizing the local political system to carry out the task of site clearance; identifying this as a key task, of important political significance in realizing the socio-economic development goals of the province. At the same time, establish a "Propaganda and Mobilization Working Group" in each village and hamlet with recovered land, assign cadres to each household, to propagate, mobilize, dialogue, explain compensation, support and resettlement policies; grasp the thoughts and aspirations of the people, promptly report any remaining problems.

Particularly for Sub-area 112.1, Tien Du Commune People's Committee urgently organizes implementation and promulgates land prices to establish compensation, support and resettlement plans. Directs the Commune Compensation, Support and Resettlement Council to coordinate with the Gia Thuan Land Fund Development Center Branch to promptly complete the inventory in accordance with regulations; establish, appraise and post the compensation, support and resettlement plan for phase 1; organize advance payments to households that voluntarily receive compensation... to ensure the progress of basic completion of site clearance work to meet the conditions for land allocation for projects.

Along with that, step up propaganda and mobilize the people, clearly state the Party and State's policies and guidelines, ensure publicity, transparency, and explain so that people understand the common interests, create consensus among the people to hand over the site early; do not let mass complaints or security and order hotspots arise; strictly handle cases of intentional violations, opposition, or taking advantage of policies for personal gain.

For Sub-area 112.3, Tam Son Ward People's Committee directed the Commune Compensation, Support and Resettlement Council and the Tien Phong Land Fund Development Center Branch to urgently complete the inventory in accordance with regulations; establish and appraise the compensation, support and resettlement plan for phase 1; organize advance payments to households that voluntarily receive compensation... to ensure the progress of basic completion of site clearance work to meet the conditions for land allocation for projects.

The branches of the Land Fund Development Center strengthen, allocate and arrange human resources for the project, focus on compensation, support and resettlement; promptly report and propose solutions to problems that arise. At the same time, proactively coordinate with localities and investors to establish, promulgate and post compensation, support and resettlement plans for phase 1, pay in advance to households that voluntarily receive money...; strive to ensure the progress of basic completion of site clearance work, and meet the conditions for land allocation for projects.

The Department of Agriculture and Environment shall take the lead in guiding and resolving specific problems regarding policies and procedures for land recovery, compensation, support, and resettlement; direct the Land Registration Office to support Investors in carrying out land plot extraction to serve land recovery, land use rights registration, etc.

The Department of Construction shall take the lead in guiding and resolving specific problems regarding planning, feasibility study reports, etc.; promptly issue notices of appraisal results of feasibility study reports.

The provincial police take the lead in establishing measures to ensure security, order and safety in the area; promptly issue a notice of approval for fire prevention and fighting of technical infrastructure when conditions are met.

Investors are responsible for closely coordinating with departments, branches and localities to carry out compensation, support, resettlement and prepare financial resources to promptly pay people whose land is recovered.
