Dong Nai Provincial People's Committee is the agency implementing the adjustment of the Land Reclamation, Compensation, Support and Resettlement Project for Long Thanh Airport.

(DN) - Regarding the proposal to adjust the Land Reclamation, Compensation, Support and Resettlement Project of Long Thanh International Airport, on November 5, according to the Provincial People's Committee, Deputy Prime Minister Tran Hong Ha gave his opinion on the authority to decide on project adjustments.

Accordingly, the policy of adjusting Sub-Zone III, Binh Son Resettlement Area under the Land Reclamation, Compensation, Support and Resettlement Project of Long Thanh Airport was directed by Deputy Prime Minister Tran Hong Ha in Conclusion Notice No. 474/TB-VPCP (dated September 11, 2025) of the Government Office .

Regarding the authority to decide on the adjustment of investment projects, based on legal provisions including: Clause 3, Article 46 of the Law on Public Investment No. 58/2024/QH15 (dated November 29, 2024); Clause 17, Article 7 and Point b, Clause 5, Article 10 of Law No. 90/2025/QH15 (dated June 25, 2025), the authority to decide on the adjustment of important national projects whose investment policies have been decided by the National Assembly and managed by the Provincial People's Committee is the Chairman of the Provincial People's Committee. Therefore, the People's Committee of Dong Nai province, based on the above legal provisions, decides according to its authority and legal provisions on the adjustment of the Long Thanh Airport Land Reclamation, Compensation, Support and Resettlement Project. At the same time, reports to the Prime Minister on matters beyond its authority.

Deputy Prime Minister Tran Hong Ha assigned the Ministries of Finance, Construction, Agriculture and Environment, according to their assigned functions and tasks, to coordinate and guide the People's Committee of Dong Nai province in the implementation process.

Previously, the People's Committee of Dong Nai province had made a proposal on implementing adjustments to the Land Reclamation, Compensation, Support and Resettlement Project of Long Thanh Airport.

To carry out the site clearance work for the construction of Long Thanh Airport, Dong Nai province has planned 2 resettlement areas for households in the project area including: Loc An - Binh Son resettlement area and Sub-zone III, Binh Son resettlement area.

During the implementation process, households registered for resettlement in Sub-area III, Binh Son Resettlement Area (391 households) wished to be transferred to Loc An - Binh Son Resettlement Area. Therefore, the Provincial People's Committee has directed relevant units to determine the needs, area and adjust the detailed construction planning, increasing the number of resettlement plots in Loc An - Binh Son Resettlement Area. Up to now, Dong Nai province has basically completed the resettlement arrangement of the Long Thanh Airport Project and T1, T2 routes.

Therefore, the People's Committee of Dong Nai province proposed that the Central Government hand over the land in Sub-zone III, Binh Son Resettlement Area under the Land Acquisition, Compensation, Support and Resettlement Project of Long Thanh Airport with an area of ​​over 81 hectares (already compensated) for socio-economic development according to the local planning. Regarding the compensation cost of the land (46 billion VND) that has been paid, the People's Committee of Dong Nai province committed to using the provincial budget to repay the Central budget according to regulations.
