"The people benefit" - from slogan to action.

In implementing Project 05-DA/TU, dated December 29, 2025, of the Lao Cai Provincial Party Committee on consolidating national unity, improving the quality of social supervision and criticism, and building a strong Party and government, for the period 2025-2030, the Fatherland Front (MTTQ) at all levels in the province has effectively carried out the work of mobilizing and gathering the people, participating in and supervising the implementation of the grassroots democracy regulations, contributing to promoting the people's role as masters.

The meeting between the Vietnam Fatherland Front Committee of Xuan Quang commune, in coordination with the commune's Economic Department, and the people of Lang Cung 1 village covered several important issues. At this meeting, the Fatherland Front Committee of the commune sought input from the villagers regarding support for the demolition of temporary and dilapidated houses for seven disadvantaged households, as well as the mobilization of social contributions in terms of labor and materials to support these families.

Mr. Sung Seo Min said: "My family is a poor household in the village, and our house is in serious disrepair. Now that the commune has announced a 30 million VND support program to build a new house, my family is very happy. We also requested at the meeting that the government and villagers provide labor support so that we can start construction in May 2026."

Thanks to democratic and frank meetings, Lang Cung 1 village is becoming a shining example in the "eliminating temporary and dilapidated houses" movement in Xuan Quang commune.

Mr. Dang Minh Giang, head of Lang Cung 1 village, said: "At village meetings, all policies are discussed and the people's opinions are sought. For example, regarding support for eliminating temporary and dilapidated houses, people contributed many ideas on how to build houses economically, what support households in the village can provide, and how to assign tasks to help households build and repair their houses."

Thanks to the consensus, sharing, and responsibility within the community, from 2025 to the present, Lang Cung 1 village has supported the repair and construction of new houses for 5 disadvantaged households.

Not only is there a system of "people knowing and discussing," but citizens are also directly involved in inspection and supervision. In the Phan Dinh Phung street upgrade and expansion project, the Lao Cai Ward Community Investment Monitoring Board coordinated with the investor and contractor to conduct inspections and supervision during construction. The Board also identified several shortcomings in the drainage system and submitted feedback to the investor and construction unit for appropriate action and remediation.

Mr. Tran Van Ty, from the Community Investment Monitoring Board of Lao Cai Ward, said: "We announce the projects in meetings and on Zalo groups so that the people are aware, can participate, and provide feedback, creating consensus and high agreement on the projects implemented in the locality."

One effective approach being implemented by the Vietnam Fatherland Front at all levels is to empower community investment monitoring boards to exercise greater inspection and supervision authority. With an investment of 4 billion VND, the main component being the construction of a 100-meter embankment and the removal of 10,000 cubic meters of landslide debris – the landslide remediation project in the Ma Yen Son residential area, Cam Duong ward – is expected to ensure the safety of hundreds of households below the slope.

Mr. Pham Tuan Khoi, from the Community Investment Monitoring Board of Cam Duong Ward, stated: "The members of the Community Investment Monitoring Board are reputable individuals with expertise in construction, and the affected households also participate. This is a key condition for the people to benefit from the project according to their wishes."

Following the restructuring and streamlining of the administrative apparatus and the transition to a two-tiered local government model, the Vietnam Fatherland Front Committee of Lao Cai province proactively consolidated and recognized 81 out of 99 commune and ward People's Inspection Committees with 1,993 members. Simultaneously, 151 Community Investment Monitoring Committees were also consolidated and strengthened with 676 members who are reputable, responsible, and knowledgeable about the law in their localities. This team acts as the "eyes and ears" of the people, directly monitoring the implementation of policies and laws, resolving complaints and denunciations at the grassroots level; and supervising public investment projects, ensuring transparency, accountability, and construction quality in residential areas.

"The people benefit" is the result of the process of "the people know, the people discuss, the people do, the people inspect, the people supervise, and the people enjoy." On December 29, 2025, the Lao Cai Provincial Party Committee issued Project No. 05-DA/TU on consolidating the great national unity, improving the quality of social supervision and criticism, and building a strong Party and government, for the period 2025-2030. The project sets out many important goals, emphasizing the core role of the Fatherland Front at all levels in implementing grassroots democracy regulations, strengthening social supervision and criticism, and building a team of responsible and people-oriented cadres and Party members.

Many specific targets have also been quantified and set forth, such as: During the term, the Fatherland Front at all levels will preside over 3,595 monitoring activities; over 75% of the recommendations following monitoring will be accepted, responded to, and resolved definitively by competent authorities. Social critique must be substantive and focused, striving to organize 2,590 conferences to critique draft legal documents, policies, plans, and investment projects in the area. Along with contact and dialogue, the Fatherland Front at all levels will also strengthen the application of information technology and digital platforms to understand public opinion and the situation of the people.

The "people-benefit" perspective reflects the practical concern of the Party and State, and all levels of Party committees and government, for the lives of the people. This means that the people are the beneficiaries of the achievements of socio-economic development, and are guaranteed safety in terms of life, health, and the environment. At the same time, when their legitimate interests are satisfied, it creates a strong motivation for people to enthusiastically contribute to the development of their community and locality.

The substantive implementation of grassroots democracy regulations, coupled with breakthroughs in social supervision and criticism, has strongly affirmed the role of a solid "bridge" between the Party's will and the people's aspirations. This is the "key" to building trust among the people, unleashing the inherent strength of national unity, and creating a powerful impetus to successfully achieve socio-economic development goals at the local level.
