Speaking at the congress, Member of the Provincial Party Standing Committee, Commander of the An Giang Provincial Military Command Nguyen Van Nganh highly appreciated the efforts of the Party Committee and people of Tho Chau with the tradition of solidarity, resilience, and creativity, raising political determination, joining hands, making efforts, and striving to achieve many important results.

Tho Chau Special Zone was established on the basis of Tho Chau Commune (Phu Quoc City), which has a particularly important position in terms of national defense and security, and is an important outpost in the Southwest sea of the Fatherland. In recent times, the economy has grown steadily, with an annual average of 11%; the economic structure has shifted in the right direction, gradually improving the material and spiritual life of the people.

The socio-cultural field has made much progress; social security is guaranteed. The results achieved in the past have contributed significantly to the overall development of the province; at the same time, created the premises and solid foundation for Tho Chau special zone to continue to develop.

To realize the goals set by the congress, the Commander of the An Giang Provincial Military Command requested that Tho Chau special zone continue to do well in building and rectifying the Party and the political system to be clean and strong in all aspects, in the direction of "streamlining - compactness - strength - efficiency - effectiveness - efficiency", serving the people.

The Congress announced the decision to appoint the Party Executive Committee of Tho Chau Special Zone consisting of 16 comrades; appoint the Standing Committee of 5 comrades; and appoint the Inspection Committee of 3 comrades. Comrade Lam Minh Hien was appointed to hold the position of Secretary and Chairman of Tho Chau Special Zone.
