Delegates of the Navy Party Committee included: Major General Nguyen An Phong, Secretary of the Party Committee, Political Commissar of the Navy; Vice Admiral Tran Thanh Nghiem, Member of the Party Central Committee, Deputy Secretary of the Party Committee, Commander of the Navy and 313 party members as official delegates, representing party members in the Navy Party Committee.

Speaking at the opening of the congress, Major General Nguyen An Phong emphasized: The Navy Party Committee is very honored to be selected by the Central Military Commission Standing Committee to hold the congress first at three levels to gain experience and provide unified direction throughout the army.

The 2025 - 2030 term poses many new requirements and tasks, firmly protecting the sovereignty of the sea and islands of the Fatherland in the new era, the era of the Vietnamese people's rise. Navy officers and soldiers today and tomorrow always keep in mind Uncle Ho's teachings: "In the past, we only had night and forest, today we have day, sky, and sea. Our sea is long and beautiful, we must know how to preserve it"; determined to have a steadfast belief in the Party, the Fatherland and the people, sharpening the will to fight to firmly protect every inch of the sacred island and sea of the Fatherland.

With the motto "Solidarity - Discipline - Steadfastness - Development", the 14th Congress of the Navy Party Committee clearly demonstrated the mettle, intelligence, and aspiration to contribute and advance of the Navy's officers and soldiers; affirming the determination to build a revolutionary, disciplined, elite, and modern force, firmly protecting the sovereignty of the sea and islands and a peaceful and stable environment for national development.

The Congress has the task of reviewing and evaluating the results of the implementation of the Resolution of the 13th Congress of the Party Committee of the Navy, term 2020 - 2025; drawing lessons from the leadership and direction of the implementation of tasks in all aspects of the past term. Determining specific goals, tasks, and solutions, and at the same time electing the Executive Committee for the new term and electing a delegation representing cadres and party members in the entire Navy Party Committee to attend the 12th Congress of the Army Party Committee.

This morning, the congress carried out the following contents: Presentation and discussion: Political Report of the 13th Navy Party Committee; Review report of the Party Committee for the 2020-2025 term; draft Action Program to implement the Congress Resolution; conduct personnel work to elect the Navy Party Committee Executive Committee and delegates to the 12th Army Congress.
