Fifth-grade students at Nguyen Van Troi Primary School (District 4). This year, enrollment for grades 1 and 6 in Ho Chi Minh City is conducted under a single system, with priority given to students based on their actual place of residence.

The Ho Chi Minh City Department of Education and Training has implemented the enrollment process for preschool, primary, and secondary schools for the 2024-2025 school year in coordination with the Thu Duc City Department of Education and Training and other districts and counties.

Districts and counties determine the registration period.

Accordingly, Thu Duc City and its districts and counties will use a common primary school enrollment system at the address: https://tuyensinhdaucap.hcm.edu.vn. Parents will use their child's personal identification code and date of birth to log in to the online enrollment page.

It is expected that in May, districts and counties will announce their enrollment plans for the first grades, which will include regulations and guidelines for parents to register their children for grades 1 and 6. The registration period will be determined by each locality. Therefore, parents should monitor the information at https://tuyensinhdaucap.hcm.edu.vn.

The Department of Education and Training has agreed to use the "current residence" information (verified through VNEID or CT01) in the education sector's database, which has been authenticated with the national population database, as the main criterion for admission to the first-grade classes.

In addition, the Department of Education and Training stipulates that the Education and Training Department of Thu Duc City and the districts are responsible for advising on and developing enrollment plans for the first-grade classes in the 2024-2025 school year in their respective localities, ensuring:

In accordance with the available facilities, teaching staff, and classroom teaching equipment, particular attention should be paid to ensuring two teaching sessions per day as per the 2018 General Education Program for primary school students.

The enrollment process for entry-level classes is conducted online, from registration to confirmation of acceptance, ensuring compliance with the enrollment model and data sources agreed upon by the Department of Education and Training and the relevant units.

Ensure that the admission criteria are based on the student's "current residence" or a secondary criterion of "other reasons" (clearly defining priority admission categories, depending on the local situation, and fully disclosing this information on the Department of Education and Training's website).

The admission process for grades 1 and 6 will be standardized into two phases:

Phase 1 : Priority will be given to applicants who are currently residing in the area.

Phase 2 : Based on the units that have not yet recruited enough students compared to the quota, the Steering Committee for Primary School Admissions will decide on opening a second phase of admissions, which must follow the prescribed timeframe.

Specifically, the Steering Committee for Primary School Admissions needs to clearly identify the priority groups for admission in the second round and rank them from highest to lowest priority. Students who have completed primary school in the area and whose current residence is outside the locality where they are currently studying are encouraged to apply.

Other reasons include: students whose father or mother is working in agencies within the locality, and supporting documents must be provided as required; students whose current residence is outside the locality but, based on GIS map distances, the distance from home to school is the shortest compared to other schools; or other cases depending on the actual situation in the locality… these will be reviewed and approved.

Việc tuyển sinh lớp 1, lớp 6 tại TP.HCM năm nay giảm tối đa việc sử dụng hồ sơ giấy, tạo tiện lợi cho người dân trong toàn bộ quy trình đăng ký, nộp hồ sơ

This year's enrollment process for grades 1 and 6 in Ho Chi Minh City minimizes the use of paper documents, creating convenience for citizens throughout the entire registration and application process.

Students should be able to study near home, but the learning environment must be suitable for their actual circumstances.

The leaders of the Ho Chi Minh City Department of Education and Training noted that the Education and Training Department of Thu Duc City and the districts and counties are responsible for allocating students to schools in their areas according to each educational level, in accordance with the local enrollment plan for the beginning of each level, combined with other supporting tools including GIS maps, with the goal of facilitating students to attend school near home while being appropriate to the actual situation in the locality.

The Department of Education and Training requested the Education and Training Department of Thu Duc City and the 21 districts to clearly define the responsibilities for each unit with students participating in the enrollment process.

Specifically, preschools are responsible for supporting and guiding the registration process and methods, and assisting in adjusting candidate information on Ho Chi Minh City's primary school enrollment system for students who have completed the preschool education program at their institution.

Primary schools are responsible for supporting and guiding the registration process and methods, and assisting in adjusting candidate information on the city's primary school enrollment system for students who have completed the preschool education program at their school.

Specifically for candidates who have not completed the preschool education program at institutions within the district, the Department of Education and Training authorizes a local institution to provide support, guidance, and adjustments for these candidates.

The Department also stipulates that adjustments to enrollment information for the first grade should only be made during the information verification phase. For cases requiring adjustments after this phase, applicants should contact the Education and Training Department that submitted their application in their current residential area for assistance.
