The 94th anniversary of the founding of the Party (February 3, 1930 - February 3, 2024) also coincides with the country welcoming the Year of the Dragon. "Celebrating the Party, celebrating Spring, celebrating the Nation" - a harmony between nature and humanity, the nation; a convergence of pride, enthusiasm, and strength. At this very meaningful time, our hearts are calm, returning to our glorious history to hope and strive towards the future.

During the long night of colonialism and feudalism, the path of proletarian revolution, propagated by Nguyen Ai Quoc in Vietnam like "the sun of truth shining through the heart," spurred the seeds of goodness to sprout, forming the first three communist organizations. In a situation of "no homeland, battered by wind and rain," the founding conference of the Party and the adoption of the brief Political Program took place in "foreign land."

Less than a year old, the Party led the Nghệ Tĩnh Soviet revolutionary movement (1930-1931). This was followed by trials and tribulations through the revolutionary movements of 1936-1939 and 1939-1945. Then, at 15 years old, with nearly 5,000 members, it led the entire nation to a resounding victory in the August Revolution of 1945, giving birth to the Democratic Republic of Vietnam (September 2, 1945), placing Vietnam among the world's leading nations in the struggle to abolish colonialism and for peace, independence, democracy, and social progress.

Before enjoying peace , the Party shouldered the mission of leading the entire nation in two protracted wars of resistance lasting 30 years, defeating "two great imperial powers." The liberation of the South, the reunification of the country, "will forever be recorded in the nation's history as one of its most glorious pages... entering the world as a great victory of the 20th century, an event of immense international importance and profound historical significance."

Having just emerged from the war of resistance, Vietnam had to confront a new war. Under the leadership of the Party, the entire army and people simultaneously restored socio-economic life and fought to defend the borders, protect independence and sovereignty ; despite the blockade and embargo, they single-handedly fulfilled their international obligations, helping the Cambodian people escape genocide and revive their country.

The socio-economic crisis in the post-war years, along with the storms and undercurrents stemming from the collapse of the socialist model in the Soviet Union and Eastern Europe, threatened to sweep away everything we had achieved. In that context, the reform policies initiated at the 6th National Congress (December 1986), continuously supplemented and developed from the 7th National Congress (June 1991) to the 13th National Congress (January 2021), enabled the country to overcome existential challenges. We remained steadfast, moving forward, continuing to innovate and develop relentlessly on the path chosen by the Party, President Ho Chi Minh, the nation, and the Vietnamese people.

Since the 13th National Congress, the world has witnessed rapid, complex, and unpredictable developments, with new challenges and "headwinds" emerging. Under the leadership of the Party, the country has remained steadfast, achieving significant and comprehensive results in many fields.

The macroeconomic fundamentals are stable, inflation and public debt are under control, major economic balances are ensured, GDP growth is among the highest in the region and the world, and foreign direct investment (FDI) attraction is high, making it a bright spot in the global economy. Culture continues to receive attention and development, achieving many important results and playing its role as the "spiritual foundation of society, internal strength, driving force for national development and defense." The fight against corruption and negative practices is carried out systematically, comprehensively, and decisively, achieving clear results, in the spirit of "...cutting off rotten branches to save the whole tree," and "...disciplining a few people to save many."

National defense and security have been consolidated and strengthened, maintaining independence and sovereignty, and preventing the risk of conflict and war early and from afar. The foreign policy guidelines of the 13th National Congress have been thoroughly and seriously implemented, achieving many important results of historical significance, becoming an impressive highlight in the overall achievements of the country, making an important contribution to maintaining a peaceful and stable environment, creating favorable conditions for socio-economic development, and enhancing the country's international standing and prestige.

This achievement is vivid proof of General Secretary Nguyen Phu Trong's assessment: "Our country has never had such a foundation, potential, prestige, and international standing as it does today." Many international organizations, politicians, and scholars recognize Vietnam as a rising star in the region and a nation with global economic influence; a model in many aspects; one of the most attractive destinations; and one of the pioneering countries in developing a green and smart economy.

For 94 years, the Party has led the nation and people through countless challenges, ushering in the Ho Chi Minh era and ushering Vietnam into a new era: the era of independence, freedom, and socialism. In this sacred moment, we are reminded of Uncle Ho's words at the 30th anniversary of the Party's founding (January 5, 1960): "Our Party is morality, it is civilization." These eight words encapsulate and profoundly summarize the essence, character, mission, intellect, stature, strength, and greatness of the Party.

"Our Party is moral" because the highest and only purpose of the Party is to lead the struggle for national liberation, social liberation, and human liberation; to make the country independent, peaceful, and the people prosperous, free, and happy; to unite and be friendly with the peoples of the world, and to stand shoulder to shoulder with advanced countries in the five continents. The Party always builds, rectifies, cultivates, and trains itself; looks directly at the truth, engages in self-criticism and criticism, overcomes shortcomings; draws profound lessons, and upholds its moral foundation to remain clean and strong. The Party exists among the people and is closely connected with them.

The Party is civilized because it represents conscience, intellect, scientific thinking, revolution, and development; it correctly assesses the situation and grasps the laws of the times. The Party always adheres to reality, creatively applying Marxism-Leninism to the specific conditions of Vietnam, and formulating appropriate policies and strategies. The Party leads, governs, and operates within the framework of the Constitution and laws, never standing outside or above the nation. The Party maintains transparent international relations, harmonizing national and ethnic interests with the interests of the international community, balancing rights and responsibilities, and contributing to peace, friendship, cooperation, and development in the world and the region.

The Party's ethics and civilization did not come about naturally; they are the result of the education, training, and trials of many generations. With its outstanding and pioneering members, ready to sacrifice themselves in peacetime and wartime, the Party has led the nation and people to achieve miracles and write a "golden chapter in history." The history of the Party, the history of the nation, and the country bear witness to Uncle Ho's proud affirmation: "With all the humility of a revolutionary, we still have the right to say that our Party is truly great ."

The more proud we are, the more we remember the warning from President Ho Chi Minh: "A nation, a party, and each individual, no matter how great and attractive they were yesterday, will not necessarily be loved and praised by everyone today and tomorrow if their hearts are no longer pure, if they fall into individualism." A segment of cadres and party members are undergoing "self-evolution," "self-transformation," moral and lifestyle degradation, pursuing group interests, corruption, waste, and negativity; they are lagging behind, losing their way, avoiding responsibility, and shirking their duties. They have lost their pioneering role, their moral and civilized values ​​have faded, they have excluded themselves from the ranks, causing a segment of the people to lose faith in the Party.

The Resolution of the 13th National Congress reflects the nation's aspiration to strive for Vietnam to become a developed, high-income country by 2045. This is an immense revolutionary undertaking, "a colossal struggle," as Uncle Ho taught. It demands greater effort, more courage, and more wisdom from the entire Party, all Party organizations, and Party members. It requires continued efforts to build a truly exemplary Party in terms of morality and civilization, a truly clean and strong Party in the new conditions. This is a crucial task, linked to the survival of the Party and the prosperity or decline of the nation.

Thoroughly understand and actively implement Party building work in accordance with the spirit of Resolution of the 13th National Congress: "...especially attaching importance to and further promoting the comprehensive building and rectification of the Party in terms of politics, ideology, organization, and personnel." In this, building the Party in terms of ethics is the "foundation," the "root" for a clean and strong Party. Strengthen close ties with the people, promote the people's supervisory role over cadres and Party members. Always "preserve unity within the Party as carefully as one protects the pupil of one's eye."

Based on this, we must study and train to enhance the political acumen, intellect, fighting spirit, leadership capacity, and governance of the Party, and build Party culture. We must effectively implement the guiding principle of "six dares": "Dare to think, dare to act, dare to take responsibility, dare to speak, dare to innovate and create, and dare to confront difficulties and challenges."

On the anniversary of the Party's founding, our hearts are purer and our pride is greater. It gives us more strength, and we pledge to preserve and promote the Party's moral and civilized values; to strive to successfully implement the Resolution of the 13th National Congress, so that we may forever be proud: " Our Party is truly great ."
