Provincial Border Guard Party Committee: Summarizing 10 years of implementing Directive No. 05-CT/TW and Resolution No. 347-NQ/QUTW

On April 29th, the Party Committee of the Border Guard Command of the province held a conference to summarize 10 years of implementing Directive No. 05-CT/TW, dated May 15, 2016, of the Politburo "On promoting the study and emulation of Ho Chi Minh's thought, morality, and style" and 10 years of implementing Resolution No. 347-NQ/QUTW, dated May 23, 2015, of the Central Military Commission on "Improving the quality of research, forecasting, and strategic defense planning until 2020 and beyond". Colonel Vu Van Hung, Political Commissar of the Border Guard Command of the province, chaired the conference. Also attending were Colonel Nguyen Quang Hoa, Commander of the Border Guard Command of the province; and members of the Standing Committee of the Party Committee of the Border Guard Command of the province.

During the period 2016-2025, the Party Committee and the Provincial Border Guard Command focused on leading and implementing the study and emulation of Ho Chi Minh's ideology, ethics, and style, ensuring it was carried out rigorously, seriously, practically, and effectively.

Based on guidance from higher levels, the Provincial Border Guard Party Committee annually develops plans to organize thorough study and implementation of thematic topics on learning and following the ideology, ethics, and style of Ho Chi Minh; incorporating the study of these topics into the annual political education plan for teaching to officers and soldiers in agencies and units. Through this, cadres, Party members, and the general public in the unit have gained a deep understanding, a high sense of responsibility, and a conscious commitment to learning and following the example of President Ho Chi Minh through concrete and practical daily actions; contributing to building exemplary, clean, and strong Party organizations and comprehensively strong, "exemplary and outstanding" units, successfully fulfilling all assigned tasks.

The effective implementation of Directive 05 of the Politburo has created a positive and comprehensive transformation in the performance of the Provincial Border Guard Force. Over the past 10 years, the Provincial Border Guard Force has received numerous commendations from higher levels. Hundreds of collectives and thousands of individuals within the unit have received awards from various levels.

At the conference, delegates shared many effective implementation experiences and proposed several solutions to further innovate the content, form, and methods of organizing the study and dissemination of Ho Chi Minh's ideology, ethics, and style; to promote the role and responsibility of cadres, Party members, and the masses in performing tasks, especially the exemplary responsibility of leading cadres at all levels. Delegates also proposed solutions to continue improving the work of training and replicating advanced models in studying and following Ho Chi Minh's ideology, ethics, and style in the future… Thereby, contributing to building exemplary, clean, and strong Party branches and comprehensively strong units that meet the requirements of the tasks in the new situation.

On this occasion, the Provincial Border Guard Party Committee awarded certificates of commendation to collectives and individuals who have achieved outstanding results in the 10 years of implementing Directive No. 05-CT/TW of the Politburo on "Promoting the study and emulation of Ho Chi Minh's thought, morality, and style," from 2016 to 2025.

On the same day, the Party Committee of the Provincial Border Guard Command held a conference to summarize 10 years of implementing Resolution No. 347-NQ/QUTW, dated May 23, 2015, of the Central Military Commission on "Improving the quality of research, forecasting, and strategic defense planning until 2020 and beyond".

Over the past 10 years, the Party Committee and the Provincial Border Guard Command have proactively advised and proposed to the Party Committee of the Border Guard Command Headquarters, the Provincial Party Committee, the Provincial People's Committee, and the Border Guard Party Committee to formulate policies and measures to lead and direct research and forecasting, and to advise on the management and protection of national territorial sovereignty, border security, maritime and island security, and border gates; to build a revolutionary, regular, elite, and progressively modern provincial Border Guard force; to enhance the State management capacity of the Border Guard regarding national borders; and to coordinate with all levels, sectors, localities, and forces in carrying out the tasks of managing and protecting national borders, maintaining political security, and social order and safety in border areas.

The Party Committee and the Provincial Border Guard Command have directed border guard stations to take the lead and coordinate with agencies and units of the armed forces in the area to regularly patrol, control, manage, and protect the border and border gates; to closely monitor the situation, promptly detect, prevent, and handle activities of propaganda, distortion, violations, and sabotage of the national border. They organize the fight against activities violating territorial sovereignty and border security; implement programs and technical measures to protect the national border; and develop and implement projects, plans, and strategies to build a comprehensive border defense posture within the overall national defense posture, linked with a solid people's security posture.

At the conference, delegates participated in discussions, focusing on analyzing and clarifying the achievements, limitations, causes, lessons learned, and proposing directions for the continued effective implementation of the Resolution in the future.

On this occasion, the Provincial Border Guard Command awarded certificates of commendation to 3 collectives and 3 individuals for their outstanding achievements in implementing Resolution No. 347-NQ/QUTW, dated May 23, 2015, of the Central Military Commission on "Improving the quality of research, forecasting, and strategic defense planning until 2020 and beyond".
