Every year, the President presents gifts to people with revolutionary contributions on the occasion of the nation's traditional New Year. In 2024, on the occasion of the Lunar New Year, the Prime Minister will submit to the President a proposal to present gifts to people with revolutionary contributions.

Specifically, the gift of 600,000 VND for people with meritorious services to the revolution includes: People who participated in revolutions before January 1, 1945 and are receiving monthly preferential allowances; people who participated in revolutions from January 1, 1945 to the August 1945 uprising and are receiving monthly preferential allowances; Vietnamese Heroic Mothers who are receiving monthly preferential allowances; People's Armed Forces Heroes and Labor Heroes during the resistance war and are receiving monthly preferential allowances; war invalids, people who enjoy policies like war invalids, war invalids of type B, sick soldiers with a body injury rate of 81% or more and are receiving monthly preferential allowances; people who participated in the resistance war and were infected with toxic chemicals with a body injury rate of 81% or more and are receiving monthly preferential allowances; people who contributed to the revolution and are receiving monthly nursing allowances.

In addition, this gift is also given to relatives of martyrs receiving monthly survivor allowance; relatives of two or more martyrs receiving monthly survivor allowance.

Gift level of 300,000 VND for: War invalids, people enjoying policies like war invalids, war invalids of type B, sick soldiers with a body injury rate of 80% or less who are receiving monthly preferential allowances. War invalids who are enjoying the labor disability regime.

Resistance fighters exposed to toxic chemicals with a body injury rate of 80% or less are receiving monthly preferential allowances. Revolutionary or resistance fighters captured and imprisoned by the enemy are receiving monthly preferential allowances. People who have contributed to the revolution are receiving monthly preferential allowances. Representatives of martyrs' relatives; people who worship martyrs (in case the martyrs have no relatives).

The total budget for gift giving is 449,432.4 million VND. This budget has been allocated in the 2024 State budget plan.
