
Currently, the province has 3,837 commune-level civil servants. This workforce has a relatively young average age (41.6 years), with over 51.16% under 42 years old and 12.9% under 35 years old.
In late May 2026, at the Public Administrative Service Center (PVHCC) in Ky Lua ward, a large number of people arrived early in the morning to carry out administrative procedures. In a bustling atmosphere, young, attentive staff guided citizens in filling out forms, using online public services, and updating information on digital applications.
As one of the young officials assigned to the Ky Lua Ward Public Service Center since the implementation of the two-tiered local government model, Ms. Trieu Thi Huyen (34 years old), a specialist in receiving and returning results in the field of civil registration at the Ky Lua Ward Public Service Center, said: "Although I was previously assigned to receive and return results of administrative procedures when working at the former Tan Lien Commune People's Committee, the workload has increased significantly. The number of administrative procedures to be received is much higher, and the requirements for speed and quality of processing are also more demanding. To perform my duties well, I have proactively sought out and researched documents, regularly learned more professional knowledge and skills, as well as experience from colleagues to improve my skills in receiving, guiding, and resolving administrative procedures for the people."
Besides handling administrative procedures, young officials at the grassroots level are now undertaking many tasks related to digital transformation, public awareness campaigns, monitoring local situations, and participating in community activities. With their quick adaptation to technology and new working methods, they are contributing to changing the working style at the grassroots level towards a more people-oriented, professional, and efficient approach. Many small but practical initiatives, such as creating Zalo groups to guide procedures, producing short promotional videos , or providing support to citizens outside of regular working hours, have yielded positive results.
In many communes and wards of the province, young officials, especially youth union members, are becoming a "bridge" helping people access digital platforms. The province currently has 1,646 community digital technology groups with over 8,000 members; of which, 100% of these groups have youth union officials participating in coordinating, guiding, and supporting people in using smartphones, accessing online public service portals, making cashless payments, and other essential digital utilities. Since 2025 alone, youth union members throughout the province have assisted over 110,000 people in accessing digital skills; installing the VneID application, cleaning up land data, etc. This has received high praise from the people.
Ms. Trieu Thi Nhu Mai, from Yen My village, Tan Tri commune, shared: "Previously, I was very hesitant and struggled for hours trying to complete administrative procedures online. But after visiting the commune's Public Service Center a few times, the young staff members guided me step-by-step, so now I can submit my documents on my phone."
Not only in central areas, but also in many mountainous and border communes, the impact of young officials is becoming increasingly evident. Evenings spent in villages guiding people in installing digital applications, weekends assisting with ID card applications, data verification, or disseminating new policies have become familiar sights. Many young officials are also proactively learning ethnic languages to facilitate their communication and mobilization efforts among the people.
Along with the efforts of the young cadres themselves, many localities have also paid attention to creating conditions for this force to develop its capabilities. Assigning appropriate tasks, strengthening skills training, and creating a democratic and open working environment have helped young cadres boldly propose initiatives and innovate working methods. Many administrative reform models, technology applications, and activities supporting the people have been implemented from the ideas of young cadres at the grassroots level.
Through each specific action and every work result directly linked to the satisfaction of the people, the young cadres are daily creating change at the commune level towards being closer to and more connected with the people. Their youthful energy, dynamism, and innovative spirit are contributing to positive changes at the grassroots level, building an increasingly modern, people-oriented, and better-serving administration.
