Following the successful conclusion of the 2nd Congress of the Hoa Binh City Party Committee, term 2020-2025, the Hoa Binh City Party Committee has decisively led and directed the implementation of comprehensive action programs and specialized resolutions to concretize the goal of building Hoa Binh City into a type II urban area before 2025. With a spirit of innovation, dynamism, and high political determination, the Party Committee, government, and people of the city have achieved many important accomplishments, leaving a clear mark in the fields of socio-economic development, urban infrastructure, culture, and education.

The appearance of Hoa Binh city along the Da River is becoming increasingly modern and attractive.

Comrade Hoang Van Minh, Permanent Deputy Secretary of the Hoa Binh City Party Committee, stated: After the administrative boundary merger, Hoa Binh City has an area of ​​over 34,800 hectares and a population of over 143,500 people, comprising 19 commune-level administrative units. The city's Party Committee has 95 grassroots Party organizations and more than 11,600 Party members. Building on the foundation of a Type III urban area, the city has made comprehensive efforts to meet the criteria of a Type II urban area. The City Party Committee has identified this as a key objective throughout the term, in line with the province's development policy and the aspirations of the people.

The city's Party Committee and government have intensified urban planning and management, mobilizing resources to invest in synchronous infrastructure. The urban landscape is becoming increasingly modern and attractive; urban space has expanded, and many landmark projects have been created. The city's economy continues to grow steadily, with a positive shift in economic structure. During the 2020-2025 period, total retail sales of goods and service revenue are projected to increase by an average of 17% per year, accounting for over 54% of the economic structure. The value of industrial and handicraft production in 2024 is expected to reach nearly 9,850 billion VND, with an average increase of 10% per year.

The agricultural sector has seen significant progress, with the value of production per hectare of cultivated land reaching approximately 120 million VND/year. 100% of communes in the area have met the standards for new rural areas, including 4 communes that have achieved advanced new rural area standards and 1 commune that has achieved model new rural area standards. This is an important step forward in building new rural areas in conjunction with the development of civilized urban areas.

The city has also made a significant mark in attracting investment and developing infrastructure. Between 2020 and 2024, 239 projects using non-budgetary capital were approved, the highest number in the province. The city currently has 3 industrial parks, 4 industrial clusters, and is in the process of establishing 2 more new industrial clusters. Public investment has been boosted with 315 projects totaling over 2,490 billion VND. Many key projects have been completed, such as Hoang Van Thu Street, Ly Thai To Street, and the route connecting Hoa Lac - Hoa Binh with National Highway 6...

The city is well-prepared to commence projects such as: the expansion of the Hoa Lac - Hoa Binh road under a Public-Private Partnership (PPP) model using state budget funds; the Hoa Binh - Moc Chau expressway; and the connection of Hoa Binh province's transportation and irrigation systems with the national transportation infrastructure using ODA loans from South Korea. Simultaneously, it is accelerating the progress of the project connecting Tran Hung Dao road to Dan Chu ward, linking to National Highway 6; the urgent flood control dike project in the downstream area of ​​the Da River; and the Binh Phu, Yen Quang, and other industrial zones on the left bank of the Da River, as well as other industrial clusters. This will contribute to the completion of transportation infrastructure, improve the landscape, and enhance the quality of life for the people.

Local budget revenue averaged 1,415 billion VND/year, with the ability to balance the budget by 2024 reaching nearly 58%. Development investment expenditure increased steadily, ensuring resources for key tasks. Planning, land management, and land clearance work were implemented synchronously and effectively, contributing to building a solid urban foundation.

The socio-cultural sector continues to see positive developments. The student enrollment rate reached 99.6%; 79% of schools met national standards. The percentage of qualified and highly qualified administrators and teachers is nearly 99%. The city is also a leader in digital transformation, with 100% of agencies using specialized digital signatures in electronic document exchange.

In particular, during its term, the city focused on implementing the Nighttime Economy Development Project, creating a highlight with the Da Giang Pedestrian Street combined with landscape beautification on both banks of the Da River. Not only does this space bring a modern urban appearance, but it has also become a cultural venue for major events of the province and the city.

Under the close guidance of the provincial leadership and the determination of the entire political system, Hoa Binh city has completed the criteria for a type II urban area. On January 7, 2025, the Prime Minister issued Decision No. 48/QD-TTg recognizing Hoa Binh city as a type II urban area directly under Hoa Binh province. This is a particularly significant milestone, affirming the persistent efforts of the Party Committee and the people of the city throughout the term.

Recognizing outstanding achievements in building and developing synchronous infrastructure and improving the investment and business environment, on February 12, 2025, the President signed Decision No. 189/QD-CTN awarding the Second Class Labor Order to the Party Committee and people of Hoa Binh city.

With its comprehensive achievements, Hoa Binh city has rightfully risen to become the political, economic, cultural, and social center of the province, opening up a new path of development: more dynamic, more modern, and deeply rooted in the identity of the city along the Da River.
