Efforts to reduce child marriage in ethnic minority areas

The situation of child marriage and consanguineous marriage in the province occurs mainly in remote communes, ethnic minority and mountainous areas, causing worrying consequences and becoming an obstacle to social progress as well as sustainable development of ethnic minority areas. Within the framework of implementing the Project "Reducing child marriage and consanguineous marriage in ethnic minority areas in the period 2015 - 2025" in the province, many activities have been deployed to reduce this situation.

Farmers' Association of Phu Thanh commune (Lac Thuy) propagates laws on early marriage and incestuous marriage to farmer members.

In the period of 2015 - 2025, the whole province organized 2,631 communication sessions for 127,354 people; published 24,317 Q&A handbooks, 152,497 leaflets, 253,129 posters, 180 billboards; organized 548 training conferences, knowledge improvement for 36,024 people; 136 mobile communication sessions on reducing early marriage and consanguineous marriage. At the same time, integrated 17,826 consultations, interventions on marriage and family, early marriage and consanguineous marriage for 611,159 people in ethnic boarding schools and at the grassroots level; Building 12 consulting and communication models at 12 ethnic boarding schools in the province... Through that, contributing to changing the awareness and behavior in marriage of ethnic minorities, gradually reducing the situation of early marriage and incestuous marriage in ethnic minority areas.

It is known that the total budget for implementing propaganda to reduce the situation of early marriage and consanguineous marriage is 28,834.4 million VND. Of which, the budget for implementing Project No. 498/QD-TTg, dated April 14, 2015 of the Prime Minister is 1,913 million VND; the budget for implementing Sub-project 2 - Project 9 under the National Target Program on Socio -Economic Development of Ethnic Minorities and Mountainous Areas for the period 2021 - 2025 and from other programs and projects is 26,921.4 million VND.

Reality over the past 10 years shows that the awareness of the meaning and importance of improving population quality, especially the consequences of early marriage and incestuous marriage among Party committees, authorities, departments, branches, organizations, parents, the elderly, and young men and women has changed in a positive direction. The number of early marriage cases in the province has tended to decrease gradually each year, from 500 cases of early marriage in 2015 to 106 cases in 2024 and by the end of April 30, 2025, there were 7 cases. Notably, from 2018 to now, there have been no cases of incestuous marriage.

To continue raising awareness of early marriage and consanguineous marriage in the ethnic minority and mountainous areas of the province, in the coming time, all levels and sectors need to innovate and diversify forms of propaganda and dissemination of laws so that people can easily access and change their awareness. Mobilize resources from the central to local levels to implement the objectives of the Project. Strengthen integration and mobilize the participation of agencies and units in advocacy, communication and building typical, multi-purpose models. Organize competitions on a provincial and national scale to search for and spread ideas and initiatives, helping people have the opportunity to participate in learning about the law on marriage and family. Launch mass movements to build clean areas of early marriage and consanguineous marriage. Create conditions for the community to actively participate in propaganda activities, mobilizing people to comply with the law... In particular, there needs to be a mechanism to allocate capital in a way that prioritizes areas with high rates of child marriage and effective activities, thereby continuing to create positive changes in the socio-economic situation of ethnic minority and mountainous areas.
