The mark of "digital volunteering"
With a proactive spirit, many "digital volunteer" projects have been and are being implemented, spreading positive values, such as: Digital Summer, free computer classes, restoration of photos of martyrs, and free courses on enhancing digital skills for young people starting businesses.

"Ambassadors" of digital transformation
Ms. Huynh Ngoc Thai Anh, M.A., was pleased that nearly 100 young people had mastered the basic skills of designing videos using AI tools for promotional purposes after more than an hour of hands-on training. With just a phone or laptop connected to the internet, these young people can create numerous videos promoting local culture, disseminating legal knowledge, or providing guidance on handling traffic situations.
This is just one of dozens of digital skills training activities led by Master Huynh Ngoc Thai Anh. As the Secretary of the Youth Union of the School of Information Technology and Communications, Can Tho University, he is also the author of initiatives to help people, union members, and young people improve their digital capabilities. A notable example is the "Digital Summer" program, which he proposed and has been implementing since 2022. Each summer, the school's Youth Union organizes the "Digital Summer" program at at least 10 schools, attracting over 1,500 teachers and students. The three main training areas include information technology skills, creative skills (applying AI in learning and life), 3D graphic design, and orientation of creative ideas in science and technology . Recognizing the program's growing appeal to young people, Thai Anh has gradually expanded its target audience to include the elderly and ethnic minorities. From July 2025 to the present, the Student Union has trained and guided more than 1,200 people in registering for online public services, installing the VNeID application, and using AI in advertising goods.

Thai Anh is nicknamed the "messenger" of digital transformation by young people because he participates in most extracurricular activities and training sessions on digital skills. For Thai Anh, digital transformation is a favorable condition to promote a pioneering spirit, creative capacity, and connect young people who share a passion for volunteering. For example, he is a member of the Junior Chamber International Vietnam (JCI Vietnam), where he will serve as the interim President of JCI Vietnam in Can Tho City from August 2025 to December 2025 (from January 2026, Thai Anh will be the official President). This is a non-profit organization (operating under the patronage of the Ho Chi Minh City Young Entrepreneurs Association) that connects young people aged 18-40 to carry out community projects. Thanks to online platforms, Thai Anh has now connected more than 30 members from Ho Chi Minh City, Can Tho City, and young people from the UK and the Netherlands to implement many community projects in the Mekong Delta region.
From July 2025 to the present, JCI Vietnam in Can Tho City has implemented three main projects: supporting life skills and leadership education (through extracurricular activities that train digital skills and debate skills for students); “Timi - Threads of Love” (supporting the business of woolen products to raise funds for orphaned and disabled children); and the “JCI Coffee Talk” program - a place where young entrepreneurs gather to discuss community projects.
Thai Anh shared that social organizations can also access diverse human resources from all over, reduce costs, and scale up effectively thanks to "digital volunteering," which helps make activities more efficient and spread positive values in the community.
A digital bridge between the government and the people.
Visiting the Co Do Commune Public Administrative Service Center to update information on his land use right certificate, Mr. Tu Thanh Son from Thoi Binh 2 hamlet excitedly said: “Before, I was hesitant about the digital literacy system, thinking it was too far-fetched. But now, with its accessibility, the procedure is simple, quick, and convenient. Currently, people only need to come to the commune, where young people guide them through the process using the system and software, and then schedule a date to pick up their documents, so the process is quick and efficient.” This is one of the outstanding activities of the “Digital Literacy Team” established by the Co Do Commune Youth Union since the beginning of the two-tiered local government model.
According to Nguyen Khanh Dang, Secretary of the Co Do Commune Youth Union, the "Digital Literacy Team" consists of 50 members, tasked with guiding people in installing and using the VNeID electronic identification application; and providing timely support to people, especially Khmer ethnic minorities and the elderly who are not tech-savvy, when carrying out online administrative procedures. Many models promoting digital transformation have been effectively implemented by young people: "Cashless Market," "Peak Day for Supporting People in Using Online Public Services," and "Promoting and Guiding Digital Skills for Students."

Ms. Tran Thi Kim Thuy, Secretary of the Vi Thanh 1 Commune Youth Union, said that in addition to assigning youth union members to assist people with administrative procedures at the Public Administrative Service Center, the Commune Youth Union also assigns members to support officials and civil servants in implementing the "Friendly and Service-Oriented Administrative Sunday" model (implemented by the Commune Public Administrative Service Center from mid-October 2025 to December 2025). Every Sunday, youth union members, along with commune officials and civil servants, go to each hamlet to guide people in carrying out procedures related to birth registration, permanent residence registration, issuing health insurance cards for children, and assisting with lost or missing health insurance cards.
Working in Ho Chi Minh City, Mr. Mai Quoc Phong from Vi Thanh 1 commune shared that he could only return home on weekends to complete the permanent residency registration procedures for his son. He was quite surprised when youth union members guided him through the application process at home on Sunday, allowing him to complete the procedures early and return to the city for work in time.
To date, the city's youth have established 230 "Digital Literacy Teams," assisting nearly 7,000 people in completing administrative procedures (from July 1st to the present). The support of these young people has helped citizens adapt quickly, spread digital knowledge, and expand digital opportunities for the community.
