Public investment faces difficulties due to a shortage of construction materials.

The supply of construction materials has not kept pace with the rapidly increasing demand during the period of accelerated public investment, coupled with the fact that raw material prices have risen higher than the approved estimates, which is causing difficulties in disbursing public investment plans.

On the morning of June 3rd, the Ministry of Finance announced the status of allocation and disbursement of the 2026 public investment plan , as of the end of May.

Specifically, the total capital plan for 2026, as allocated by the National Assembly , is as follows: 1.08 million billion VND, the highest ever and approximately 175 trillion VND higher than the 2025 capital plan. The Prime Minister has allocated 1.01 million billion VND to ministries, central agencies, and localities, leaving approximately 79.7 trillion VND remaining, accounting for 7.4% of the total plan approved by the National Assembly.

By the end of May 2026, ministries, central and local agencies had allocated and assigned detailed investment capital plans for 2026 to a list of tasks and projects totaling VND 1,004,037.1 billion. Excluding the additional VND 13,325.9 billion allocated from local budgets, the total detailed allocated capital was VND 990,711.2 billion, reaching 97.8% of the capital plan assigned by the Prime Minister.

The unallocated capital amounts to VND 22,732.2 billion from 12 ministries and central agencies and 12 localities, mainly due to ongoing investment procedures that prevent the allocation of planned capital for projects; some ministries and agencies have proposed adjusting down their planned capital allocations to reallocate funds to ministries, sectors, and localities with specific needs.

Regarding disbursement, from the beginning of the year to May 31, 2026, the amount disbursed reached VND 219,358.8 billion, achieving 21.6% of the plan assigned by the Prime Minister. Compared to the same period in 2025, the disbursement results were similar in percentage and increased by VND 34,816.6 billion in absolute terms.

The Ministry of Finance stated that, based on reports from ministries, agencies, and localities, several major difficulties and obstacles affecting the disbursement progress still persist, such as ongoing land clearance issues.

In particular, the shortage of construction materials, failing to meet the rapidly increasing demand during the period of accelerated public investment; and the high increase in raw material prices compared to the approved estimates, resulting in cost discrepancies and the need for contract adjustments.

Furthermore, during the first few months of the year, investors are usually focused on the design, preparation, appraisal, and approval of cost estimates, as well as contractor selection; therefore, the volume of acceptance testing and payments is not yet significant.

Inadequate planning that doesn't align with needs and implementation capabilities, coupled with poor quality investment preparation for projects, leads to project adjustments or proposals for capital reimbursement, slowing down implementation progress.

Furthermore, the capacity and responsibility of some investors, project management boards, and contractors remain limited; they lack initiative and decisiveness in organizing construction; some communes and wards lack officials in charge of public investment, and officials have to take on multiple responsibilities…

In light of these difficulties, to promote the disbursement of public investment, the Ministry of Finance proposes that ministries, central agencies, and localities focus on implementing specific tasks and solutions directed by the Prime Minister. This includes continuing to strongly promote the role of the heads of ministries and agencies, and the heads of local Party committees and governments, in promptly resolving difficulties and obstacles within their authority or proposing solutions to higher authorities.

Regarding land clearance and materials, implementation will strictly follow the directives of the Prime Minister in Official Dispatch No. 25/CD-TTg and Official Dispatch No. 28/CD-TTg on solutions for managing, controlling, and regulating the prices of construction materials and resolving obstacles to accelerate land clearance, especially in the context of the prolonged military conflict in the Middle East;

The Ministry of Construction proactively urges and coordinates with localities to closely monitor developments in the construction materials market, strengthens management and inspection, stabilizes construction material prices, and forecasts price fluctuations to promptly handle issues within its authority.

Regarding the issue of human resources, it is necessary to address shortcomings in personnel management; tighten discipline and order, and severely punish investors, project management boards, organizations, and individuals who intentionally create difficulties, obstruct, or act irresponsibly. Solutions should be found to arrange and assign personnel to meet the requirements of managing and implementing projects in communes and wards, especially in remote and disadvantaged areas.

Furthermore, it is necessary to seriously implement the full entry of digital data on the disbursement of public investment funds into the Ministry of Finance's information system in accordance with the instructions and timeframe stipulated in Circular No. 1780/BTC-PTHT dated February 11, 2026, of the Ministry of Finance on providing information and data on public investment disbursement indicators to implement the KPI toolkit for monitoring and evaluating public investment disbursement.
