Promoting digital transformation, ensuring the best service for people and businesses from July 1, 2025

On the morning of June 23, the Central Steering Committee on Science and Technology Development, Innovation and Digital Transformation held a conference in person and online to disseminate the implementation of Plan 02-KH/BCĐTW, dated June 19, 2025 of the Central Steering Committee on promoting interconnected, synchronous, fast and effective digital transformation to meet the requirements of restructuring the apparatus of the political system.

Politburo member and Standing member of the Secretariat Tran Cam Tu chaired and delivered a speech at the conference. Also chairing the conference were Politburo member, Party Central Committee Secretary, Chairman of the Party Central Committee's Inspection Commission Nguyen Duy Ngoc; Party Central Committee member, Deputy Prime Minister Nguyen Chi Dung; and Party Central Committee member, Deputy Head of the Party Central Committee Office Pham Gia Tuc.

The An Giang provincial bridge was chaired by the member of the Party Central Committee, Secretary of the An Giang Provincial Party Committee Le Hong Quang; also attending were the alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the An Giang Provincial People's Committee Ho Van Mung; members of the Steering Committee for the implementation of Resolution 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation of the province; representatives of advisory and support agencies of the Provincial Party Committee; representatives of departments, branches, the Vietnam Fatherland Front, and socio- political organizations. The conference was connected online to the bridge points of communes and wards.

At the conference, the basic contents of the plan were thoroughly grasped, including goals, key tasks and implementation methods. The goal of the plan is to organize and implement digital transformation quickly, promptly and comprehensively, taking ensuring connectivity and synchronization throughout the entire political system as the highest and consistent goal. At the same time, it meets the urgent requirements of reforming the apparatus and arranging administrative units; ensuring that the apparatus at all levels after the reform operates smoothly, interconnectedly and effectively, best serving the people and businesses, creating a solid foundation for modern national governance and sustainable development, divided into 2 phases.

Specifically, in the urgent phase (until June 30, 2025), focus on immediately removing bottlenecks in infrastructure and data to ensure that the two-level local government system after the merger operates smoothly, continuously and effectively from July 1, 2025. Avoid interruptions and congestion in handling administrative procedures, affecting the normal operations of people and businesses.

The breakthrough phase (until December 31, 2025) fundamentally overcomes inherent shortcomings and weaknesses in digital transformation throughout the entire political system, perfects shared platforms, standardizes and connects important databases, substantially improves the quality of online public services, and creates a solid foundation for the next development phase.

The architectural model is streamlined, focusing on the core functions of digital government, operating on the principle of "One unified system - One single data - One seamless service".

Speaking at the conference, Politburo member and Standing member of the Secretariat Tran Cam Tu requested Party committees at all levels, local authorities and units to thoroughly grasp the viewpoints, goals and tasks of the plan, ensure completion time and implement it seriously, promptly and effectively. At the same time, promote the role and responsibility of leaders in developing plans and programs to effectively implement Plan 02-KH/BCĐTW and consider this a key task to be carried out in the coming time. Ensure synchronization, connectivity and unification of information systems and databases. Take people and businesses as the center and target to serve. Support people in accessing technical platforms, electronic processes and services. Focus on taking data as the center, ensuring "correct - sufficient - clean - alive - unified - shared"; ensure information safety and security./.
