Accelerate efforts to achieve the goal of universal health insurance coverage.

In 2026, Quang Ninh province is highly determined to achieve the goal of universal health insurance – one of the key tasks identified in social security policy. The province has concretized Directive No. 52-CT/TW dated October 3, 2025, of the Party Central Committee on implementing universal health insurance in the new phase and related documents into a specific action plan, aiming to achieve over 96.6% of the population participating in health insurance by 2026, while also preparing steps towards achieving universal coverage by 2030.

In recent years, health insurance coverage in Quang Ninh province has always been a priority. The target for health insurance coverage in the province is 95.75% in 2025. The total health insurance expenditure for the first 10 months of 2025 is 2,218.4 billion VND . To realize the goal of over 96.6% health insurance coverage by 2026, the province continues to implement a comprehensive set of solutions, from leadership and policy improvement to enhancing the quality of primary healthcare services. The Provincial People's Council has issued Resolution No. 302/NQ-HĐND dated September 11, 2025, amending Resolution No. 131/NQ-HĐND dated December 9, 2022, on assigning health insurance coverage targets for the 2022-2025 period.

Regarding policy, the province continues to review and propose amendments and additions to the mechanism for supporting health insurance contributions for policy beneficiaries, poor and near-poor households, and other vulnerable groups; encouraging the development of supplementary health insurance schemes, effectively combining mandatory health insurance with suitable commercial insurance packages.

In particular, the Provincial People's Council issued Resolution No. 91/2025/NQ-HĐND dated December 16, 2025, stipulating the policy of supporting health insurance contributions for certain groups of people in Quang Ninh province, for the period 2026-2030. This resolution has many advantages in providing the best support for people to participate in health insurance.

On the communication and advocacy front, Quang Ninh focuses on innovating the content and form of propaganda to clarify the "rights and responsibilities" when participating in health insurance. Campaigns are diversified, ranging from multi-platform communication to integration into local movements, schools, and activities of socio- political organizations... aiming to change behavior and raise people's awareness of the benefits of participating in health insurance. The role of the press, the Fatherland Front, and mass organizations is promoted to create social consensus in implementing the policy.

Furthermore, improving the quality of medical examination and treatment at the grassroots level is a crucial pillar. The province has set a target of 100% of commune-level health stations being invested in with facilities and equipment to meet the requirements of disease prevention and health insurance examination and treatment; simultaneously promoting the rotation and transfer of personnel, ensuring that at least 50 doctors are transferred to commune-level health stations each year; and supplementing permanent doctors at commune-level health stations so that by 2030 there will be enough doctors according to their functions and duties… This aims to strengthen the capacity for initial medical examination and treatment, reduce unnecessary referrals to higher-level facilities, and improve patient satisfaction.

Regarding investment in infrastructure and technology, Quang Ninh continues to upgrade and expand provincial-level hospitals, developing high-tech techniques at key medical units so that people can access quality services right in their area. This contributes to reducing referral costs and keeping health insurance funds within the locality, while also easing the burden on the people.

Quang Ninh has also developed a network of medical facilities providing comprehensive and continuous services, helping people easily access health protection, care, and improvement services at reasonable costs; enhancing medical capacity in disadvantaged areas, border regions, and islands… Medical units in the area are also actively implementing telemedicine, using electronic medical records, eliminating the use of film in diagnostic imaging, and implementing cashless payment of hospital fees; connecting and sharing data to serve the management of people's health.

To date, the province has maintained connections with 11 central-level hospitals and developed the Vtelehealth platform with 120,759 application installations, 102,822 accounts created, and 1,607 health consultation sessions conducted. The "Quang Ninh Province Health Records" database has stored health information for 1,375,392 people, reaching approximately 97% of the target population, with healthcare facilities continuing to collect, clean, and standardize administrative and health information of the people.

Simultaneously, the province is implementing comprehensive digital transformation solutions in health insurance management – ​​connecting population data, social insurance data, electronic medical records, electronic health books, and electronic health insurance cards… to increase transparency in transactions, shorten administrative procedures, and improve management efficiency. Alongside this, it continues to encourage the participation of businesses and social organizations in the supplementary health insurance program, mobilizing legitimate resources to expand services for disease prevention, chronic disease management, and screening.

With the synchronized involvement of the entire political system and the systematic implementation of solutions, Quang Ninh is gradually realizing the goal of universal health insurance coverage by 2026. Expanding health insurance coverage not only clearly demonstrates the province's responsibility in ensuring social security, but also contributes to improving the quality of healthcare for the people and reducing the burden of medical costs for each family.
