Achieving universal health insurance coverage by 2030

Deputy Prime Minister Pham Thi Thanh Tra signed Decision No. 844/QD-TTg promulgating the Action Plan to implement Directive No. 52-CT/TW dated October 3, 2025 of the Party Central Committee on implementing universal health insurance in the new phase.

The objective of the Plan is to institutionalize and fully implement the tasks and solutions set forth in Directive No. 52-CT/TW dated October 3, 2025, of the Secretariat of the Central Committee on implementing universal health insurance in the new period (Directive No. 52-CT/TW).

At the same time, specific tasks should be identified for ministries, sectors, and localities to develop plans, organize implementation, inspect, monitor, and evaluate the implementation of Directive No. 52-CT/TW to achieve the goal of effectively implementing health insurance policies in the new phase, aiming for universal health insurance coverage by 2030.

Providing medical care to the people.

Key tasks

In order to achieve the objectives set forth in Directive No. 52-CT/TW, in addition to regular tasks, ministries, ministerial-level agencies, government agencies, and People's Committees of provinces and centrally-administered cities need to concretize and organize the implementation of the following tasks:

Strengthen leadership and guidance to effectively implement policies, laws, programs, and plans on health insurance; innovate communication, dissemination, and education on health insurance laws.

Focus on revising, supplementing, and perfecting the system of policies and laws on health insurance to meet the goal of universal health insurance coverage.

Enhancing the capacity of the health insurance medical examination and treatment system and improving the quality of health insurance medical examination and treatment services.

Strengthening and improving the capacity of state management agencies and implementing organizations at the central and local levels regarding health insurance, ensuring effective and balanced management and utilization of the health insurance fund.

Diversifying and expanding revenue sources, ensuring sustainability and developing the Health Insurance Fund to gradually expand the scope of benefits, and implementing solutions to reduce the burden of healthcare costs for patients.

Promoting the application of information technology, digital transformation, strengthening the application of artificial intelligence, and reforming administrative procedures in the field of health insurance.

完善 the system of policies and laws on health insurance.

Regarding the task of perfecting the system of policies and laws on health insurance, the Ministry of Health, in coordination with the Ministry of Finance and other relevant ministries, agencies, and organizations, will develop the following legal documents:

Resolution on piloting the diversification of health insurance packages, supplementary health insurance based on people's needs, and strengthening linkages and cooperation between health insurance and health insurance provided by insurance companies to avoid duplication of medical expense payments, to be completed in Q2/2028.

The Decree on increasing health insurance contributions from 2027 will follow a roadmap consistent with expanding the scope of health insurance benefits and coverage levels, including further increasing health insurance contribution support for policy beneficiaries, near-poor households, people with disabilities, and vulnerable groups, ensuring the sustainable maintenance and increase of the health insurance participation rate of the population, to be completed by March 2027.

Resolution on piloting the mobilization, diversification, and expansion of revenue sources to ensure the sustainability and development of the Health Insurance Fund, including a mechanism to use a portion of funds from taxes on tobacco products, alcohol, beer, and sugary drinks... to pay for certain services such as disease prevention, chronic disease management, regular health check-ups, screening, diagnosis, and early detection of certain diseases, especially non-communicable diseases, to be completed in the fourth quarter of 2028.

The revised Health Insurance Law will be completed in the first quarter of 2029.

Improving the quality of medical examination and treatment services under health insurance.

Regarding the task of improving the capacity of the infrastructure system and the quality of medical examination and treatment services under health insurance, the Decision requires:

Starting from the second quarter of 2027, gradually implement patient triage between different levels of medical examination and treatment expertise to reduce the treatment of mild and common illnesses at specialized medical facilities.

From the first quarter of 2027, healthcare facilities will take the lead in researching mechanisms and ensuring professional conditions and criteria for patients to be discharged on Saturdays, Sundays, holidays, and public holidays.

From May 2026, medical examination and treatment facilities must submit proposals to competent authorities for the development and approval of new medical service prices that include administrative cost components.

Expanding the scope of benefits and reducing the financial burden for health insurance participants.

Regarding the task of diversifying resources and developing the health insurance fund sustainably to expand the scope of benefits and reduce the financial burden on health insurance participants, the Decision requires:

Focus on expanding the number of people participating in health insurance, promoting health insurance coverage by household to achieve the goal of over 95.5% health insurance coverage for the population by 2026, and universal health insurance coverage by 2030.

From 2026 onwards, gradually increase the proportion and level of payments for disease prevention, early diagnosis, and treatment of certain diseases and priority groups, in line with the roadmap for increasing health insurance contributions and the balancing capacity of the Health Insurance Fund. This includes expanding the scope of health insurance coverage to include services such as disease prevention, nutrition, chronic disease management, routine health check-ups, and screening examinations as required by medical professionals.

In addition, develop methods to provide direct support to health insurance participants when using medical services, and pilot programs to support patients in reducing co-payment costs for health insurance participants, prioritizing patients from poor and near-poor households and those eligible for social welfare policies.

At the same time, review, amend, and supplement regulations on the list, rates, and payment levels for medicines, medical equipment, and medical technical services covered by health insurance, in accordance with the health insurance fund's balancing capacity.
