Accelerate the disbursement of public investment funds.

In order to strive for the highest possible disbursement of public investment capital in 2024, the Chairman of the Provincial People's Committee has issued document No. 1633/UBND-XD requesting agencies, units, and localities to resolutely implement solutions to accelerate the allocation and disbursement of capital.

Accordingly, the Chairman of the Provincial People's Committee requested the heads of agencies and units, the chairmen of the People's Committees of districts, towns, and cities, and the directors of project management boards to uphold their responsibilities and focus on leading, directing, and managing the implementation of key tasks and solutions more decisively, synchronously, promptly, and effectively, specifically:

Accelerate the disbursement of public investment funds while ensuring the quality of projects and works. Accordingly, disbursing public investment is identified as one of the top priority political tasks that requires focused leadership, guidance, and organization of implementation.

Heads of agencies and units, Chairpersons of People's Committees of districts, towns, and cities, and Directors of Project Management Boards are fully responsible to the Provincial People's Committee and the Chairman of the Provincial People's Committee for directing the implementation of tasks and solutions in Action Program No. 05/CT-UBND dated January 19, 2024, Directive No. 17/CT-UBND dated December 20, 2023, Document No. 382/UBND-XD dated January 22, 2024 of the Provincial People's Committee; the Notices of Conclusions of the Standing Committee of the Provincial People's Committee at regular meetings of the Provincial People's Committee; the directives of the Leaders of the Provincial People's Committee and other relevant documents on accelerating the progress of implementation and disbursement of public investment capital plan for 2024.

The Secretaries of District, Town, and City Party Committees; and the Secretaries of the Party Committees of Departments and Project Management Boards must regularly inspect and supervise the progress and quality of projects. The Standing Committees of District, Town, and City Party Committees must regularly listen to, direct, and assign members of the Standing Committee to directly supervise land clearance work, and register separate disbursements for land clearance work, advances, and overdue advances.

Departments, agencies, People's Committees of districts, towns, and cities, and related units are urged to promptly allocate or advise the Provincial People's Committee on the detailed allocation of public investment capital from the state budget for 2024 in accordance with regulations.

The detailed allocation of capital must ensure focus on key areas, avoid spreading resources too thinly, align with implementation and disbursement capabilities, and comply with legal regulations on public investment. In cases where the entire allocation is not fully utilized, a solution should be proposed to the Provincial People's Committee.

Focus on implementing flexible, innovative, timely, and effective solutions to decisively accelerate the implementation and disbursement of public investment capital and the three National Target Programs; speed up the progress of key, inter-regional projects with widespread impact, etc. Accelerating the disbursement of public investment capital must be linked to ensuring the quality of projects and preventing corruption, losses, and waste.

Units directly implementing public investment plans must proactively review and provide timely and accurate information on difficulties and obstacles so that management agencies can develop policies and solutions to guide and manage in accordance with reality; for ongoing projects that are not meeting deadlines, consider reallocating funds to projects with good disbursement progress; project owners must have a thorough understanding of the projects and regularly inspect and monitor the progress and quality of the construction.

Specifically assign leaders to be responsible for monitoring the progress of implementation; closely follow up, promptly resolve difficulties, and be accountable for the disbursement results of each project. This should be considered an important basis when evaluating and ranking the level of task completion for collectives and individuals in 2024.

Strengthen discipline and order in the disbursement of public investment capital; focus on accelerating land clearance progress, construction progress, and resolving difficulties and obstacles related to land and resources; impose strict penalties in accordance with the law on investors, project management boards, organizations, and individuals who intentionally create difficulties, obstruct, or delay the implementation and disbursement of public investment capital.

For contractors who are negligent or behind schedule, the highest penalties will be applied for violations of construction progress contracts, delays in payment procedures, and a review of their contractor capabilities. Contract extensions will only be granted for construction packages (sections of routes, project items) affected as stipulated in Clause 3, Article 70 of the Bidding Law No. 22/2023/QH15.

Closely monitor the disbursement progress of agencies and units according to the registered plan, and promptly report to the Provincial People's Committee and the Chairman of the Provincial People's Committee monthly to issue flexible, decisive, effective management solutions that are relevant to the actual situation.

Monthly announcements are made at the regular sessions of the Provincial People's Committee and through mass media regarding the disbursement rate of public investment capital for all agencies, units, and localities; proposals are submitted to the Provincial People's Committee to commend units with good disbursement rates and criticize units with slow disbursement rates.

Strengthen the monitoring, inspection, and guidance of the implementation of final project settlement, especially for funds decentralized to district-level management and projects with outstanding issues or delayed final settlement approval. Guide project owners or propose to the Provincial People's Committee, within its authority, solutions to address difficulties arising during the final project settlement process.

The Department of Internal Affairs, in coordination with the Department of Planning and Investment and the Department of Finance, will propose appropriate forms of commendation and disciplinary action for heads of agencies, localities, and units in the performance of tasks assigned by the Provincial People's Committee regarding the disbursement of public investment plans in 2024.
