Speed up site clearance to start construction of North-South high-speed railway project in 2026

The Ministry of Construction has just reported to the Prime Minister on site clearance for the North-South high-speed railway project, in which it recommended that the Prime Minister direct localities to speed up the implementation progress to start the project in 2026.

The Ministry of Construction said that before June 12, the North-South high-speed railway project passed through 20 provinces and cities. Now, after the reorganization of provincial administrative units, the project passes through 15 provinces and cities.

Currently, the Railway Project Management Board has handed over project documents including the pre-feasibility study report, boundary documents for land acquisition and clearance of the route, stations and route center coordinates to the provinces and cities where the project passes through to serve as a basis for preliminary review of needs as well as implementation of resettlement areas.

The People's Committees of provinces and cities have assigned tasks to units in charge of site clearance work in their localities. In particular, Ninh Binh province has established a steering committee and a working group to assist the steering committee in site clearance. The provinces of Binh Thuan, Phu Yen , Ha Tinh, Thanh Hoa and Ninh Binh have had preliminary data on resettlement needs for the project. Hue city has made an implementation plan. The remaining provinces are proceeding according to plan...

However, the Ministry of Construction believes that with the project scheduled to start construction in 2026, the volume of site clearance work is particularly large, and localities need to urgently deploy it, in parallel with the process of the Ministry of Construction preparing the project feasibility study report.

Therefore, the Ministry of Construction recommends that the Prime Minister direct the People's Committees of provinces and cities to urgently establish a steering committee for site clearance and compensation, headed by the provincial/municipal Party Secretary, to be completed before July 1 to focus on directing and mobilizing the entire political system at all levels to organize and implement.

Based on the preliminary design documents in the pre-feasibility study report approved by the National Assembly for investment policy, localities need to immediately review and determine resettlement needs, locations and number of resettlement areas; strive for each province to complete investment approval procedures for at least one resettlement area in June and prepare conditions to start construction in early August 2025.

The Ministry of Construction also requested localities to do a good job of propaganda, mobilization, support, and create more jobs and livelihoods for local people; if necessary, there should be temporary housing solutions to stabilize people's lives and ensure project progress.
