This morning, March 8th, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, Vo Van Hung, chaired a working session with the People's Committee of Dong Ha City regarding the progress of preparing zoning plans, detailed plans, and the implementation of urban and residential area investment projects in the area.

To ensure the timely implementation of the Revised Master Plan for Dong Ha City until 2045, approved by the Provincial People's Committee, the Dong Ha City People's Committee has focused on directing the implementation of the 1/2,000 scale zoning plan for 9 wards, divided into two phases. Accordingly, phase 1 includes the wards of Dong Thanh, Dong Giang, Dong Le, Dong Luong, and Ward 3; phase 2 includes wards 1, 2, 4, and 5.
To date, the zoning plans for the wards of Dong Thanh, Dong Giang, Dong Le, and Dong Luong have been largely completed; the Department of Construction has provided feedback and is expected to approve them before March 12, 2024.
Regarding the zoning plan for Ward 3, the planning documents are now basically complete. The City People's Committee is reviewing them and submitting them to the Department of Construction for comments before submitting them for approval, with completion expected in March 2024.

Regarding the zoning plan for wards 1, 2, 4, and 5, the City People's Committee approved the task of preparing the planning project at the end of 2023. However, the bidding process to select a consulting unit to prepare the plan had to be temporarily suspended pending guidance documents on bidding procedures as stipulated in the 2023 Bidding Law.
To date, guiding circulars and decrees have been issued, therefore the City People's Committee is directing the bidding process to select a consulting contractor to prepare the planning for the adjusted zoning plan of wards 1, 2, 4, and 5, and implementing subsequent tasks, with the projects expected to be completed in 2024.
In recent years, Dong Ha City has always prioritized the implementation of urban and residential area investment projects. Currently, there are 19 infrastructure construction projects for residential areas being implemented in the city, funded by public investment.
Of these, the Provincial Land Development Center is implementing 6 projects with a total scale of 174.4 hectares, and the City People's Committee is implementing 13 projects with a scale of 41.28 hectares. Regarding urban development projects, there are currently 16 projects with a scale of approximately 383 hectares that have been approved by the Provincial People's Committee for research and implementation.
Besides the advantages, the work of preparing zoning plans, detailed plans, and the implementation of urban and residential area investment projects in Dong Ha City still face some difficulties and obstacles, such as: the implementation of the adjustment of zoning plans for wards 1, 2, 4, and 5 is currently facing difficulties related to the appraisal of tasks and cost estimates for planning surveys.
The budget required for adjusting the zoning plans of the wards is relatively large, while the city's budget is limited and therefore cannot meet the funding needs for planning.
At the meeting, the People's Committee of Dong Ha City requested the Provincial People's Committee to provide financial support for the preparation and adjustment of the zoning plan for the 9 wards; and agreed on the principle of assigning the People's Committee of Dong Ha City to review and make partial adjustments to the revised general planning project of the city until 2045 to meet the conditions for implementing a number of projects and the land use situation of people in the areas within the city.
Concluding the meeting, Chairman of the Provincial People's Committee Vo Van Hung emphasized the importance of planning for the development of Dong Ha City, especially in meeting the needs of modern and sustainable urban development.
To expedite the progress of preparing zoning plans, detailed plans, and implementing urban and residential area investment projects in Dong Ha City, Chairman of the Provincial People's Committee Vo Van Hung requested Dong Ha City to regularly coordinate closely with relevant departments and agencies to review related legal regulations, and then advise and propose solutions to higher levels to promptly and effectively resolve difficulties and obstacles in accordance with the law.
Viewing the preparation of zoning plans and detailed plans as a key task, we aim to complete the planning documents for at least 5 wards in the first quarter of 2024 for submission to the competent authorities for approval.
The Department of Finance and the People's Committee of Dong Ha City are tasked with reviewing and balancing the budget to further accelerate the implementation progress and meet the set requirements and tasks.
