Speed ​​up the implementation of the planning for the special national scenic spot Ngu Hanh Son

DNO - On the morning of September 25, Vice Chairwoman of the City People's Committee Nguyen Thi Anh Thi chaired a meeting on the implementation of Plan No. 174 dated September 13, 2022 of the City People's Committee to deploy the Planning for preservation, restoration and rehabilitation of the special national scenic spot Ngu Hanh Son according to Decision No. 822 of the Prime Minister.

At the meeting, representatives of the city's Department of Culture, Sports and Tourism reported on the general results of implementing Plan No. 174 after 2 years of implementation and proposed contents that need to be adjusted.

Some notable proposed adjustments include: adding a coordinating unit in relocating households in the Ngu Hanh Son scenic area (adding the City Land Fund Development Center and the Department of Finance); adjusting the land recovery roadmap to hand over the protection plan and implement component projects (the time according to Plan No. 174 is 2023 - 2025); adding a proposal to mobilize capital from the National Target Program on Culture for the period 2025 - 2035 to implement component projects...

According to information from the People's Committee of Ngu Hanh Son Ward, up to now, the locality has processed 881 files out of a total of 1,600 files related to land recovery to serve the implementation of the planning of the special national landscape of Ngu Hanh Son. The competent authority has disbursed more than 52 billion VND out of the total 100 billion VND planned capital allocated in 2025 to serve the land recovery work.

The plan for preservation, restoration and rehabilitation of the special national scenic spot Ngu Hanh Son was approved by the Prime Minister in Decision No. 822/QD-TTg dated July 11, 2023.

The planning area has an area of ​​1,049,701m², determined according to the zoning map of protected areas 1 and 2.

Concluding the meeting, Vice Chairwoman of the City People's Committee Nguyen Thi Anh Thi said that the concretization of Plan No. 174 is still very complicated, so relevant agencies need to be more determined and proactive in building a specific roadmap for implementation.

The Vice Chairman of the City People's Committee assigned relevant units to urgently study and fully participate in giving opinions on the draft plan to adjust Plan No. 174; and send a document to the Department of Culture, Sports and Tourism before September 30. The Department of Culture, Sports and Tourism will receive and complete the draft plan, and report to the City People's Committee before October 5, 2025.

At the same time, the city proposed to urgently complete the following tasks: organize the establishment and promulgation of regulations on management of architectural construction within the project boundary; organize the establishment and promulgation of regulations on management of architectural construction in residential areas and land adjacent to the project before March 30, 2026.

In addition, relevant agencies speed up site clearance in the project area to have land for implementation.
