DCCI - a measure of executive competence.

The results of the Departmental and Local Competitiveness Index (DCCI) for Son La province in 2025 are not simply rankings. After nearly a year of operating the two-tiered local government model, the breakthroughs of leading units, such as the Department of Culture, Sports and Tourism, the Department of Internal Affairs, the Department of Industry and Trade, and Thao Nguyen Ward, To Hieu Ward, etc., clearly demonstrate the spirit of using the satisfaction and tangible effectiveness of citizens and businesses as a measure of governance capacity.

Comrade Ha Trung Chien, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Committee, presented the trophy honoring the first-place ranking in the DCCI 2025 for departments to the Provincial Department of Culture, Sports and Tourism.

Shift your mindset from "management" to "creation and collaboration".

Looking at the 2025 ranking of departments and agencies, it's clear that the atmosphere of administrative reform competition is very vibrant, especially among the leading group. Leading the pack is the Department of Culture, Sports and Tourism with 7.63 points, reflecting its effectiveness in reviewing and simplifying administrative procedures, promoting online application processing, and improving the quality of service for citizens and businesses. Along with strengthening the application of information technology and publicly disclosing the procedures, the Department has also proactively coordinated with localities, businesses, and cooperatives to develop tourism, support product development, connect tours and routes, and promote destinations on digital platforms. Many community tourism models linked to ethnic cultural identity have been formed, creating sustainable livelihoods for people in ethnic minority areas.

Ms. Hoang Thi Doi, Director of the Department of Culture, Sports and Tourism of Son La province, said: "The leading result in the DCCI (Department of Culture, Sports and Tourism) in 2025 is both a source of pride and a great pressure on the industry. Businesses highly appreciate the change in service attitude as officials proactively go down to the grassroots to guide people and cooperatives in community tourism, and apply digital skills to promote products. In the coming time, the Department will continue to promote decentralization, improve digital skills and management capacity for tourism communities."

The Department of Culture, Sports and Tourism of the province receives and returns results at the Provincial Public Administrative Service Center.

The Departments and Agencies made their mark in the 2025 DCCI ranking. The Department of Internal Affairs ranked second with 7.62 points, demonstrating its effectiveness in advising on the development of an efficient administration and maintaining stable public services after extensive mergers and organizational restructuring, significantly reducing the number of commune-level administrative units from 200 to 75. The Department of Industry and Trade came in third with 7.57 points, thanks to its proactive role in removing market bottlenecks and linking the value chains of key agricultural products.

In particular, the Department of Finance achieved 7.53 points, ranking sixth (tied with the Department of Science and Technology), which is highly significant. After being restructured and taking over the investment orientation sector, the Department has made its mark by promoting transparency in public finance, planning, and optimizing budget procedures. The high score achieved by a macroeconomic resource management agency demonstrates that transparent and equitable access to information is fundamental to ensuring businesses can invest, produce, and conduct business with confidence.

The impetus comes from a foundation of green transformation.

While the provincial and district-level departments shape the policy framework, the grassroots level is where implementation capacity is directly tested. The local-level scoring map shows a spectacular breakthrough by the core urban areas as Son La streamlined its administrative apparatus. Thao Nguyen Ward with 8.21 points and To Hieu Ward with 8.14 points are two outstanding units that exceeded the 8-point threshold, clearly demonstrating the innovative approach to work, the friendly service attitude, and the genuine collaborative spirit at the grassroots level.

The effectiveness of grassroots development is clearly demonstrated through the growth of the collective economy. In Thao Nguyen ward, Quyet Thanh Agricultural Cooperative is one of the pioneering units in the production and processing of high-quality agricultural products. To enhance the value of fruits, the cooperative has invested in electric dryers, cold dryers, and freeze dryers to produce many types of high-quality dried fruits. Currently, the cooperative has 5 OCOP products, including 4 products that have achieved 4 stars (dried plums, dried bananas, dried persimmons, dried mangoes) and 1 OCOP product with 3 stars, which is dried strawberries.

Ms. Nguyen Thi Thanh, Deputy Director of Quyet Thanh Agricultural Cooperative in Thao Nguyen Ward, said: "Each year, the cooperative buys hundreds of tons of fresh fruit, creating seasonal jobs for 30-40 local workers and maintaining 15-20 regular workers, with an income of 7-8 million VND per month. This result is achieved thanks to the support of departments, agencies, and localities in providing loan capital, investing in machinery, promoting products, training digital skills, and reforming administrative procedures, helping the cooperative significantly reduce operating time and costs."

Meanwhile, the nearly 2-point difference between the top and bottom groups, such as Muong La commune (6.47 points), Phieng Khoai commune (6.39 points), and Bac Yen commune (6.38 points), reveals an objective reality: the economic management capacity and pace of reform in remote, mountainous areas are still uneven. This disparity poses a major challenge in supporting the sustainable development of the collective economic sector and cooperatives in these difficult areas.

From dialogue to response: We need a genuine "channel for action".

In an effort to find fundamental solutions, the leaders of Son La province have emphasized integrating gender equality, inclusive development, and innovation into economic governance processes through training courses in collaboration with central government experts. In this new phase, the DCCI (Department of Commerce and Industry) is clearly defined as a tool to support governance and substantive reforms, and its results are being used to enhance public service monitoring and evaluation.

However, a major obstacle frankly pointed out by the Provincial Business Association is the lack of substantive results from dialogue conferences. From 2021 to the present, although the Association has acted as a bridge to synthesize 139 petitions and organized many practical programs such as "Businessmen's Coffee," the effectiveness of resolving some issues remains low, especially complex issues related to land, planning, and credit.

Mr. Nguyen Quoc Khanh, Chairman of the Son La Provincial Business Association, stated: The business community highly appreciates the province's proactive approach in maintaining the DCCI index during the streamlining of the administrative apparatus. However, businesses hope for definitive resolution of obstacles. After each dialogue, the lead agency, processing time, and independent monitoring mechanism should be clearly assigned; effectiveness should be measured by the percentage of recommendations that are thoroughly resolved.

The implementation of the DCCI (Department of Commerce and Industry) is helping Son La improve its investment environment, enhance governance quality, and affirm its position on the national investment map. Dr. Le Duy Binh, an economic expert and Director of Economica Vietnam, shared: Administrative procedures, transparency, and the reduction of informal costs in Son La province have seen positive changes. However, the departments and agencies of Son La province need to be more proactive in supporting businesses and cooperatives, from market entry and expansion to supporting household businesses to operate effectively in accordance with the Enterprise Law. In particular, appropriate policies are needed for businesses and cooperatives owned by ethnic minority women to enhance inclusiveness and sustainable development.

The effectiveness of a service-oriented government must be measured by the substantive improvement of the investment environment. A strong shift from "management" to "governance and service," a reduction of over 30% in administrative procedure processing time, the interconnection of public data, and enhanced accountability of leaders are key steps. When the results of the DCCI (Digital Council for Censorship and Trade Union) are seriously used to improve public service, Son La will unlock resources and promote the rapid, green, and sustainable development of the private and collective economies in the digital age.
