Create all the necessary conditions for investors to implement the project.
According to surveys by specialized agencies, the total number of people in need of social housing in the province during the 2021-2025 period is 37,000 (including 16,000 workers in industrial zones and 21,000 people from other low-income groups such as poor and near-poor households in urban areas; officials, civil servants, and public employees; officers and non-commissioned officers of the armed forces; and low-income workers outside industrial zones)... During the 2025-2030 period, it is projected that nearly 29,000 people will need to buy or rent social housing.
Mr. Le Cao Hai, Head of the Housing Management, Urban and Rural Development Department of the Thai Nguyen Department of Construction, informed: The government's target for developing social housing is higher than the province's plan and projects. Therefore, we have advised the Provincial People's Committee to review programs, plans, and projects to make adjustments accordingly. Through the review, there are currently 83 land plots totaling over 250 hectares. Basically, this plan allocates sufficient land for investment in social housing construction, meeting the target of developing over 24,000 units by 2030 in Thai Nguyen province.

To achieve the above objective, relevant departments and agencies, especially the Department of Construction, the Department of Agriculture and Environment, and the localities directly involved in the project, must create favorable conditions for the project to complete its final stages as soon as possible.
Expedite construction progress.
Immediately after the decision approving the investment policy for social housing projects, the investors promptly commenced construction according to schedule. Departments, agencies, and local authorities closely coordinated and supported investors in promptly resolving administrative procedures and ensuring security and order during the construction process.
Visiting the Dai Thang Social Housing Project (commercial name: Homie Village), located in Dong Tien and Bai Bong wards (Pho Yen City) and developed by TNG Land Joint Stock Company, we witnessed the positive work atmosphere of the construction team. This is a key project, the first of its kind for low-income earners, built at the southern gateway of the province, an area with many industrial zones and clusters. Upon completion, the project will meet the housing needs of nearly 800 workers, laborers, and poor and near-poor households.
Mr. Nguyen Thanh Son, Chief Construction Supervisor of TNG Land Joint Stock Company, affirmed: "Entering the 13th month of construction, we have handed over 34 low-rise houses in early March 2025; and the 18-story building with 361 units is now 87% complete. The company is striving to have the fire safety work inspected by mid-August 2025 and hand over the units to residents by mid-September, two weeks ahead of schedule."

The Binh Minh Phat social housing project in Group 1, Tich Luong Ward (Thai Nguyen City) commenced construction in 2024; Phase 1 involves the construction of 11 buildings ranging from 5 to 15 floors with over 600 apartments. The project includes a complex of worker housing, social housing, a commercial area, a kindergarten, and a traditional market… comprehensively meeting the basic needs of a modern and civilized residential area. According to the investor, over 200 apartments will be offered for sale in July 2025, and approximately 300 more will be sold in September 2025.
Mr. Tran Thanh Binh, Chairman of Tien Bo Group Joint Stock Company (TTB Group) - the investor of the Binh Minh Phat social housing project, informed: The Government and the National Assembly have issued many documents and circulars guiding social housing for low-income people, expanding the priority group for purchasing social housing. Accordingly, we have proposed to the province to build three more social housing buildings, each 21 stories high with over 300 apartments per building. Thus, the Binh Minh Phat project has a total housing stock of up to 1,500 apartments.
Continuing to remove obstacles for social housing developers.
During the investment process for social housing projects, developers face numerous difficulties in accessing preferential capital sources, and some access roads included in the planning have not yet been invested in. Specifically, the Dai Thang Social Housing Project has completed the water system installation but has not yet received direct supply of clean water from the water treatment plant to residents.

Mr. Nguyen Thanh Son, the project's construction supervisor for TNG Land Joint Stock Company, suggested that Thai Nguyen Clean Water Joint Stock Company should sell water directly to residents, bypassing the project, at the industrial water price. Furthermore, there is a pedestrian bridge in Chien Thang residential area connecting to the project, which residents use daily to access the construction site, posing a safety and security risk. We request that the Dong Tien ward authorities and the residential group dismantle the bridge to avoid impacting the project's landscape and security.
Besides the Dai Thang residential area social housing project, the investor of the Binh Minh Phat social housing project is also facing numerous difficulties that need to be resolved. Currently, the access road is included in the planning but has not yet been constructed to ensure smooth traffic flow to the Song Cong II Industrial Park and other supporting industrial parks. Furthermore, the investor is requesting that relevant departments and agencies expedite the completion of legal procedures to increase the current social housing capacity from 600 to 1,500 units to meet the needs following the upcoming merger of Thai Nguyen province.
To continue attracting investors to social housing projects, the Provincial People's Committee has just issued Plan No. 146/KH-UBND on the development of social housing in 2025 and subsequent years in the province. Accordingly, the Provincial People's Committee assigns tasks to each department and agency to focus on addressing difficulties in each project, bringing social housing products to market as soon as possible, and meeting the growing demand, especially following the merger of Thai Nguyen and Bac Kan provinces, which will see a large number of Bac Kan officials relocating to work in the administrative center of Thai Nguyen province.
