As a mountainous border district, Nam Po is one of the localities with a high forest coverage rate in Dien Bien province, at over 43%. However, Nam Po is still making efforts to implement measures to protect the existing forest area and develop forests through planting and regeneration, thereby further increasing the forest coverage rate.
Nam Chua is one of the communes with small forest area, the forest coverage rate is lower than the general forest coverage rate of the whole district, with less than 30%. On the other hand, this is also a locality where many people are not interested in protecting and developing forests, and there have even been cases of violations of forest laws.
Therefore, it is not easy to protect the entire existing forest area of Nam Chua commune. Therefore, the commune has combined many measures to create changes in awareness as well as sense of responsibility of the people towards forest protection.
To protect the remaining forest area, the Forest Protection Department has advised the commune to issue a document to strengthen forest protection. At the same time, it guides people in shifting cultivation and develops a plan to propagate and patrol the forest, helping people raise awareness and responsibility for forest protection, avoiding acts of encroachment on the forest.
Every year, people of Nam Chua commune (Nam Po) clear vegetation to prevent forest fires. |
Mr. Hoang A Chinh, Secretary of the Party Cell of Nam Chua 4 village, said: Based on the documents of the district and commune, the villages have specific regulations on forest protection through the development of forest protection conventions. Along with complying with the content of the convention, the villages also coordinate with the functional forces to widely disseminate the conventions and regulations on forest protection to the people. Anyone who encroaches, such as burning or cutting down, will be punished according to the provisions of the existing law. Not only Nam Chua commune, but all communes in Nam Po district comply with forest protection measures based on the provisions of the law and the contents of the forest protection conventions of the villages.
For example, in Na Hy 3 village, Na Hy commune, all forest protection regulations have been disseminated to the people. When people understand the regulations and conventions of forest protection, they will comply and take responsibility for doing the necessary things to prevent the forest in the area from being encroached upon.
Mr. Luong Van Tien, a member of the Na Hy 3 forest protection team, said: The village has also established a forest protection management team with 12 members. The team will be responsible for the primary responsibility of the village in protecting the forest. Therefore, the village's forest management and protection team has proactively assigned each other to patrol the forest to ensure that every day there are members of the team present in the field. Accordingly, the team has divided into 4 groups, each group of 3 people taking turns to inspect the forest to detect bad developments in the forest and proactively come up with solutions depending on the level of developments and incidents affecting the forest.
Sometimes, the village forest patrol also has the participation of the commune functional forces to coordinate the implementation. Whenever the commune functional forces combine with the forest protection teams of the villages to patrol the forest, all components: Forest rangers, police, and military are included. Thereby, it not only demonstrates the good coordination regulations between the parties in carrying out political tasks, but also shows the special attention to the protection of the local forest.
Authorities guide people to forest boundaries to avoid forest encroachment. |
Although Nam Po district has just started implementing forest planting projects, mainly production forests, the planted forest area is not large, but the reforestation work is still carried out annually by the communes.
As a leading locality in forest regeneration in Cha Nua district, many methods have been implemented to expand the forest area. Up to now, over 80% of the households in the commune have stopped farming. The entire farming area has been zoned off and turned into forest.
The work of protecting and taking good care of the regenerated forest areas of Nam Po district is increasingly developing. |
Mr. Khoang Van Van, Secretary of the Commune Party Committee, said: Cha Nua Commune has guided people to do many other things besides slash-and-burn farming to ensure their livelihoods and develop forests with peace of mind. Such as guiding people to raise livestock, plant economic forests under the forest canopy, then do business or mobilize young workers to find jobs in industrial parks, ensuring income for families, so that they do not have to depend on slash-and-burn farming anymore, avoiding negative impacts on the forest.
Typically, the family of Mr. Bui Van Ngoc in Cau village, Cha Nua commune is also one of the households that proactively seek a livelihood outside of the fields. After specific calculations, the family has pooled capital to invest in selling groceries at home. At the same time, they continue to maintain wet rice farming and apply technical advances to be more effective. This has helped improve and stabilize the family economy compared to farming. Currently, the entire field area of the family has been zoned off and developed into forest.
Patrolling and controlling forests is increasingly being strengthened by authorities. |
Thanks to the above methods, the forest coverage rate of Cha Nua commune in particular and Nam Po district in general has increased year by year. Forest encroachment cases have also decreased in both number and nature of cases, as well as forest area and volume of damaged timber. Since then, the forests in the Nam Po border highlands have become greener day by day./.
