Minister of Education and Training Nguyen Kim Son stated that this year's candidates are also the last group of students to implement the 2006 General Education Program. In 2025, the Ministry of Education and Training will innovate the organization of the exam to align with the requirements and direction of the 2018 General Education Program. This year's exam will conclude the old curriculum, but will serve as a foundation and preparation for next year's exam.
This afternoon, candidates nationwide arrived at the examination rooms to complete the procedures for the 2024 high school graduation exam.
Minister Nguyen Kim Son noted that this year's exam has several differences compared to previous years. Students suffered many disadvantages due to the Covid-19 pandemic; therefore, after the pandemic was brought under control, the education sector implemented many support activities and supplementary knowledge to help them feel confident and perform well in the exam. The exam questions were also carefully considered to ensure their suitability.
Mr. Huynh Van Chuong, Director of the Quality Management Department (Ministry of Education and Training), said that the exam format basically remains the same as in 2023. However, there has been a reasonable increase in some content related to practical application in some subjects, to gradually approach the competency-based assessment orientation in line with the goals and requirements for developing students' competencies and qualities, and to gradually increase the differentiation level so that the exam achieves its set objectives.
Based on the sample exam questions from the Ministry of Education and Training, many teachers have given positive feedback on this year's exam format. The exam has removed some questions that were so easy they could be answered "with your eyes closed," as seen in previous years. The difficulty level is also appropriate, with no overly tricky questions. While the exam format isn't new, compared to last year, this year's exam balances the difficulty levels.
Candidates have 5 minutes to review the exam paper.
According to regulations, candidates must be present in the examination room at the specified time for each exam session. If they arrive more than 15 minutes late after the start time, they will not be allowed to take the exam for that session.
Checking the exam paper immediately upon receiving it from the invigilator is a responsibility and an important point that examination boards this year are reminding candidates of to ensure their rights are protected.
The Ministry of Education and Training advises: To minimize potential risks affecting exam results, candidates should immediately check the entire content of the exam paper upon receiving it. If any irregularities are detected (such as missing pages, torn, blurry, smudged, etc., or if the component subjects of the combined exam do not have the same exam code), candidates must report it immediately to the invigilator within 5 minutes of the exam paper being distributed. If more than 5 minutes have passed since the start of the exam, candidates will be fully responsible for the exam paper they received.
In the combined subject exam, the component subjects must share the same exam code. When receiving the exam paper for each component subject, candidates must check the exam code. If the codes do not match, they must immediately inform the invigilator within 5 minutes of the exam paper being distributed to receive the correct exam code.
According to regulations, exam questions and answers for high school graduation exams that have not been made public are classified as "top secret" state secrets. If candidates intentionally copy or distribute them, they will be held criminally liable. The period of protection for "top secret" state secrets regarding exam questions only ends when the time allotted for multiple-choice exams and for essay exams has elapsed (two-thirds of the time allotted).
THE EXAM PAPER FOR ESSAYS MAY CHANGE.
This year, the Ministry of Education and Training has revised the essay exam paper for the high school graduation exam. Director Huynh Van Chuong stated that this was done at the request of the provincial Departments of Education and Training to avoid confusion for candidates. Specifically, the previous exam paper stipulated that candidates must write both letters and numbers for their registration number. This year, the new exam paper removes the note "Candidates must write both letters and numbers," meaning that writing 012345… is sufficient. According to Mr. Chuong, the old exam paper format was a historical legacy because in the past there were university entrance exam clusters, so the registration number included both letters and numbers, for example, "BKA012345".
Regarding the multiple-choice answer sheet, the Ministry of Education and Training instructs: Candidates must keep the sheet flat, free from stains, creases, or tears; fill in all sections 1 to 8 completely and clearly. The registration number in section 7 is the last 6 digits. In sections 7 and 8, in addition to writing the numbers in the blank spaces, candidates must fill in the corresponding circles in the number table below. In the answer section: The numbering of the answer options (A, B, C, D) corresponds to the order of the multiple-choice questions in the exam. For each multiple-choice question, candidates should choose and fill in one circle corresponding to the answer option they believe is correct; candidates are not allowed to fill in an option whose number does not correspond to the question in the exam.

The Ministry of Health has directed provincial health departments to develop specific plans for medical services during the exam period, ensuring medical emergencies and proactively preparing contingency plans. Regarding emergency services and medical examinations, the Ministry of Health has also requested that localities assign emergency and medical teams to all exam locations, adhering strictly to regulations. Local hospitals should be prepared to receive and provide emergency care to patients.

The Ministry of Public Security has issued a plan directing local police units to ensure absolute security and safety for the exam. To date, 100% of the relevant units have developed plans closely following the Ministry of Public Security's directives on ensuring security and safety for the exam.

100% of the exam locations have teams of young volunteers.
The Central Committee of the Youth Union has established 1,593 teams to support candidates during the exam season at examination sites nationwide, with over 58,700 volunteers. These volunteers will coordinate with authorities to manage traffic flow at examination sites, assist candidates in finding their examination rooms, complete examination procedures, distribute free drinking water and meals, and help disadvantaged candidates reach their examination sites safely. Volunteer youth teams are stationed at 100% of examination sites to support candidates.

The total number of candidates registered for the 2024 exam is 1,071,393 (an increase of more than 45,000 candidates compared to 2023).

This year, the number of independent candidates registering for the exam has increased significantly compared to previous years due to concerns that the exam will be completely changed from 2025. However, the Ministry of Education and Training affirms that from 2025, students who did not pass the 2024 high school graduation exam and previous years will be allowed to take the graduation exam according to the curriculum they have already studied, ensuring that all students' rights are fully protected.
