The Ministry of Public Security affirms that the comprehensive development of digital citizens is an essential requirement, consistent with the Party's guidelines and policies, and the State's laws and regulations. Digital citizens are linked to the digital society and the digital government, forming three important pillars to promote economic development while ensuring cybersecurity, data security, and the protection of personal data. This perspective shows that digital citizens are not outside the process of Party building and rectification, but are an important component in strengthening the Party's leadership capacity and fighting strength in the new context.
In practice, cyberspace is becoming a complex battleground where hostile forces, reactionary elements, and political opportunists thoroughly exploit it to spread fake news, distort the Party's guidelines and policies, and the State's laws; incite skepticism and division, and erode social trust. Their tactics are increasingly sophisticated, often disguised as "social criticism," "constructive suggestions," or "personal opinions," making it difficult to discern right from wrong without political acumen and critical thinking.
In this context, a wise digital citizen must first and foremost possess a firm ideological stance, a high level of law-abiding awareness, and the ability to access information cautiously and selectively; refraining from sharing or commenting on unverified information or information that appears inaccurate or distorted. For officials and Party members, this requirement becomes even more stringent, as every statement and action on the internet is linked to the reputation of the Party organization, the state apparatus, and the trust of the people.
The development and application of the national electronic identity card VNeID not only aims to improve the efficiency of state management but also contributes to the formation of a legitimate and transparent digital space, limiting the occurrence of fake accounts, fake news, and fraud. The orientation to expand VNeID into a "super app" with utilities such as a national e-wallet, personal digital signature, personal data repository, official email, and social communication platform demonstrates the State's determination to build a safe, people-centered digital environment serving sustainable development.
Notably, the proposal to build a legitimate social network, where 100% of users are verified through VNeID, is not only a technical solution but also a crucial socio-political solution. This will serve as a two-way communication channel between the State and the people, contributing to timely policy communication and the open and responsible reception of social criticism. Through this, it will gradually address the root causes of fake news and harmful information on the internet.
However, technology is only effective when combined with people. Therefore, building digital citizenship must go hand in hand with building a political culture in cyberspace, in which cadres and Party members play a leading role; and Youth Union members and young people are the vanguard force in spreading positive values and combating false and hostile viewpoints with scientific reasoning, a proper attitude, and a constructive spirit.
In the current period, as the country is actively strengthening the Party and the political system to ensure its purity and strength, maintaining "the people's trust" in cyberspace is of particular importance. Let's be wise digital citizens – so that every action in the digital environment contributes to consolidating the people's trust in the Party, protecting the Party's ideological foundation, and creating a solid foundation for the country's rapid and sustainable development in the digital age.
